In the Legislative Council the Perpetual Trustees and Agency Company of New Zealand Bill and the Otago Harbor Board Loan Bill was passed, The Employment of Females Act Amendment Bill wfjs thrown out by 15 to U.
The Gisborne Harbor Board Bill and tho Tauranga School Siie Bill were read a second time.
The Workmen's Wages Bill was reported with amendments.
In the House, replying to question?, the Government said they would consider the question of introducing a tentative measure into industrial schools. There were serious objections to issuing railway return tickets on'all other days than Saturdays, Provisions were being made for Vaccination in outlying districts. They could not'see their way to introduce a bill this session abolishing the duty on binder twine; the duty would not be collected until Ist January. The Government had no objection to the Hinemoa visiting the •principal ports of the East and WestCoast of the North Island in January next, providing members defrayed expenses. Long service men in the armed constabulary would when opportunity offered be drafted into the police force. The Government would consider advisability of encouraging the development of the colonial tinned fish industry. The Government had ottered a bonus for oil and paraffin found in the Colony. If it could be shown oil could be produced with satisfactory results, the Government would offer every assistance. The Government intended to negotiate with Victoria for a reciprocity of Customs Treaty. The House went into committee on the Government Insurance Association Bill.
On Clause 20 Sir 0. Grey moved that no member of either branch of the Legislature shall be nominated by the Governor as a paid member of the Board of Directors in Breach of Disqualifications Act.
The Committee divided, ayes, 27; noes, 27.
The Chairman gave bis casting vote with the noes, the clause being retained as printed.
At the evening , sitting committee resumed on Government Inimrance Bill, on Clause 22, Colonial Treasurer to be Chairman of the Board.
A long discussion followed, sevoral honourable members arguing that it it would be preferable to appoint a chairman other than the Treasurer, Major Atki;;.3oN said he would .like
the highest dignity conferred on the Board, and' for thairreason. lie thought | the Chairman should be th'eT-.Colonial j Treasurer, The clause was passed as printed, On Clause 24 an amendment was agreed to altering quorum from 3 to 5, A new subjection was added to clause 33, qualifying all policy holders of the age of 21 to vote for directors of ! local boards. I On Clause 35, dealing with foreign agencies amendments were moved | that the clause bo struck out, The ■ amendments were lost, and the clause j was passed as printed. The remainder of the clauses were passed-with but slight verbal alterations and the Bill j, was reported and amendments ordered to be considered qn the following day. The amendments made by the Council j. in the Perpetual Trustees Agency and Otago Harbor Board Bills were agreed 1 to.
.The Housp, went into committee on the Public Works Amendment Bill, A number of verbal and unimportant amendments in several clauses were agreed to. Clause 18, relating to licensing of unused roads by local authorities, was struck out. Clause 21 providing that permission be given to persons occupying land near railway to use private level crossing shall become ipse facto revoked upon his ceasing to occupy the land or premises, in respect whereof permission was granted was struck out. Clause 22 of this Act, to apply to railways, was striick out, The Bill was reported with amendments. The House rose at 2,15 a.m.
