Bill, and the ■ Hokitika Racecourse Reserve Bill, were read a second time, The Napier Harbor Board Bill and the Eoad Boards Act Amendment Bill were read a third time and passed,
In the House, replying to questions the Government said they had no iuformaiion raepeotmst the spring near Havelock, in Marlborough, possessing medicinal properties. It was not the intention of (he Government to enforce the conditions and covenants re Walls-end coal mine. The Waikato Confiscated Land Bill was read a second time.
Sis Julius Vooel moved the second raiding ot the Government Insiiranbe Association Bill. He claimed that' the : system of the Government Insurance department had been a great sucoess and there waß a necessity for extending its workings. -It was proposed to confer on disinterested persona a large amount of oontrol over the department by means of managerß' boards. The policy-holders would then see they were shareholders in the boßiness. Facilities were to be given to extend business to other colonies and Great Britain, The Bill also gave-power ■ to invest in mortgage* on freehold .land up to ascertain extent. ';. Major Atkinson, supported-.the second reading, and spoke, in favor of the proposals except that of. extending the business. The motion was agreed to, ' At the evening Bitting the debate wan continued, On the motion forgoing into committee on the District Kailway Leu«' injt and Purchasing Bill; and a motion for referring it to a select committee, Major Atkinson and others, while not objecting to the principle of the Bill,, considered the information before the House was altogether unsatisfactory, and therefore'it would be better to relegate it to a committee to collect information.
The Government objected, and pressed the motion for going into committee to a division—Ayes, 47; Noes, 29. In committee on Clause 3, Mr Whyie moved as an amendment that no contract for a purchase of any railway be binding
or final until laid before and eanotioued by Parliament. Tho Committee divided, Ayes, 25; noea 38.—The amendment was lost. Clauses 4 and 5 wero agreed to with important omeudments, and progress was reported. The House ruse at 1.30 a.rn.
