♦ ■ ■ We wish the new Ministry every success and trust that it will have a fair trial. It is not exactly what we would have liked it to have been, but then in the present state of party disorganisation; it is perhaps as much as can be expected. As a Middle Island Ministry it is strong. Messrs Yogel, Stout, Maoandrew, and Richardson • are leading men, and even Mr Montgomery carries some weight with him, but in the North Island it is very weak, Neither Ballance or Whitmore are leading men, and they are' never likejy to be, Had Sir Julius , Vogel got Mr.ORMoND tp take the Premiership the Ministry would have been sufficiently strong in the North Island, and as a necessary consequence it would have been a strong one for the Colony, It starts nnder the disadvantage of being lop-sided, and no extra weight which can be secured from the Auckland district wjlj produce an equilibrium. Under these circumstances it will be essential for some readjustment to take place as early as 'possible, otherwise, if it be not at the mercy of Major Atkinson and Sir George Grey it will be scarcely powerful enough to carry good measures through the House. Contrasting the individual members of the new Ministry with their predecessors, Sir Julius Voqel, who is virtually Premier, possesses greater political capacity than Major Atkinson. Mr Stodt is also an abler man than Mr Connolly. Mr Macandkew is equal to Mr Rolleston as a Minister for kands, Mr Montgomery will be as brilliaht n Colonial Secretary as Mr Dick, and Mr Rjchardsqn as Minister of Public Works is decidedly better than Mr Johnston, and possibly superior to Mr Mitchelson, Here any apparent gain ends, Mr Ballance as Native Minister is a sorry substitute for Mr Bryce, The one is superficially clever but the other is a man of real genius, Sir George Whitmore'is a trustworthy man and will be quite as useful to the new Ministry as the Hon Mr Oliver was to the old one, The general capacity of the members of the new cabinet wiji undoubtedly command respect and confidence, bat it is hajtjly a colonial cabinet,
