The Eailway Department does not pledge itself to the despatch or arrival of the Trains at the exact times notified in the above Tables, and in the event of any circumstances arising either during or prior to the journey being made which may render it impossible or inexpedient for a Train to pro ceed, will return the Fares paid, but does not undertake to forward the passengers.
