THE MANIFESTO.
The following is the substance of a circular issued in Chicago on April 21st from the head quarters of the Irish National League of America :- "Charles Steward Parnell has publbly declared that, in order to secure a sufficient number of eligible men to cany on to victory the struggles of Ireland in the British Parliament, a fund will be required to enable men, who could not otherwise leave Ireland, to reside in London and give their constant attention to parliamentary duties. That this requirement Is reasonable and legitimate, will appear a brief statement of facta. Unlike the mombera of our National Congress, the members of the House of Commons receive no salary. Of its 640 members all but a small minority—ohiefly Irish —are In enjoyment of incomes, either as hereditary landlords, " place-men" under the Crown, or agents of monopolies. The Brish National Party can carry, probably, 70 seats in the general, election if the fund roqulred k subscribed, Some constituencies will provide for their own representatives, but the greater number will be unable to do so, because a vast majority of the electors are themselves bread-winners; while the land which is the thief source of profit, is held by resident landlords and absentees, who still combine to carry as many seats as possible for creaturers of their own, To meet the lawful expenses of the approaching general election, and to assist in the formation of a parliamentary fund, the Irish National League of Amorica invites the contributions of the siip-, porters of Charles Stewart Parnell, 1 ftis policy, and his purpose, which is to reoover tho right of Irish people to make their own laws on their own soil."
