MASTERTON BOROUGH COUNCIL.
The ordinary meeting of tho Council was held last evening. Present—His Worship the Mayor, and Crs Heron, Gapper, Johnston, Caselberg, Hessey, Price, and Perry. The minutes of the previous meeting were read and confirmed. MRS HACKER'S APPLICATION, The Clerk laid before the Council the whole of tho correspondence received from Mrs Hacker, as required at last meeting. Cr Caselberg understood that Mrs Hacker had given a piece of land to the Council on condition that certain roads should be made in the neighborhood of her residence, but as she had subsequently sold tho land and not forwarded the amount to' the Council, he thought no benefit was derived from the same. He moved that the Council do not deem it necessary to expend money on these roads, as Mrs Hacker had failed to carry out her proposition, and that this explanation be sent to her. Cr Price seconded.—Carried. SUPPORT OP FIRE BRIGADES.
A letter was read from the Dunedin Borough Council, fearing that the Underwriters' Association would soon fail to support Fire Brigades in New Zealand, and stating that the N.S.W, Legislative Council had made provision for the same by statute. The Mayor thought the Council should give the matter a full consideration,
Cr Caselberg moved that the letter be referred to a committee consisting of the Mayor and Crs Capper, Johnston, and the mover, to report at next meeting;.—Carried.
NIGIITSOIL. Two applications were received and considered for this work. Cr Gapper thought the matter should be settled at this meeting. Cr Johnston did not think that Mr Wood (an applicant) had carried out his duties faithfully in thu past. The Mayor said the Council could not accept Mr Wood's application at £3 per week without calling for tenders at a weekly rale. ■' Cr Caselberg movo:l that Mr Wood's offer at the rate of 9d per live gallon measure be accepted, Cr Hessey seconded. Cr Gapper thought the other application should be also considered, and moved as an amendment that the question be referred to the Nightsoil Committee, to interview the applicants and report at next meeting. Cr Heron seconded. ' ' The amendment was put and lost on division, and the motion declared carried on the casting vote of the Mayor, jib bentley's request. A letter was read for Mr Bentley, asking for information concerning date of his appointment, kc. ' Cr Gapper.moved that a reply be sent.to Mr Bentley,.stating,.that..the books of the Council were open for inspection by any ratepayer. • Cr Caselberg seconded.—Carried. RAILWAY STATION ROAD. A letter was read from H. Vaughan and others residing on the road accepting the offer of the Council to pay onethird of the cost of formation of this road, the cost not to exceed £25. Cr Gapper moved that on the sum required being paid in to the Council, the, Works Committee take the work in hand. Cr Hessey seconded,—Carried. • THE WOOLSCOURING NUISANCE. . Messrs Collier k Son wrote stating their'willingness to explain the above ■matter if the Council thought it advisable. The Mayor moved that the subject ;be again referred to the Committee, the same to meet in the presence of Messrs Collier, and to report at next meeting. Or Perry seconded; Cr Heron thought the County Council should take steps in this matter. The motion of the Mayor was put and carried, STANDING ORDERS, The Mayor read a letter received by himself from Mr Coleman Phillips, forwarding standing orders and byelaws to the Council which he. thought might be very useful. The Mayor stated that a Committee had been appointed to consider the rules, but were not prepared to report on the subject. He thought the letter should be treated with courtesy. He moved that'Mr Phillips' communications be referred to the Standing Orders Committee to report upon: at. next meeting. Cr Heron seconded.—Carried. ■'. FINANCE COMMITTEE..
The Committee met prior to t the Council and recommended the payment of accounts amounting to £24 Os 7d. Their recommendation was adopted,
MR CORBELS AH/EOATIOH. The Mayor stated that the Commit
teo appointed on this complaint had met and resolved that Mr Corbett be requested to pay his rates at once, and that the allegation made by him against the Town Clerk was not substantiated. The Mayor moved that the report of the Committee be adopted. 'Or Caselberg seconded.-Carried. THE BOROUGH GRAVEL PIT, Cr Gapper stated that a ratepayer' had asked permission to remove gravel from the borough gravel pit. Cr Heron thought that if it was possible for the. ratepayers to get metal from any other part of the river the application should be refused. ■ The Mayor moved that the matter be referred to the Works Committee for consideration. Cr Caselberg seconded.—Carried. Cr Heron apologised for tho Works Committee being unable to report at this meeting. The Mayor apologised for the absence of Cr Chamberlain. The Mayor moved that a special meeting of. the Council bo held on April 22, for the purpose of levying rates, and that the rates be payable in one sum and in one instalment.Cr Heron seconded. Cr Caselberg moved as an amendment, that the rates be paid in two instalments, oh Ist day of May and Ist of August, all rates outstanding after that date to be sued for. The Mayor withdrew his motion in ' favor ofOr Caselberg's amendment.' The amendment was put and carried. The. Mayor moved that the Finance Committee hold a special meeting to prepare estimates for the ensuing year. Or Caselberg seconded.—Carried. The Council then adjourned.
