Tho starter has tho power to placo fractious or kicking horses, or disobedient jockeys in any position he thinks necessary to secure a fair start. All entries to be made in writing, sealed and addressed to tho secretary, ontrance money enclosed, with name, age at timo of entry, and pedigreo of the liorao, name of tho owner, and colors of tho rider. In all nominations for handicaps the previous performances aro to be Riven.
