MASTERTON BOROUGH COUNCIL.

The usual meeting,of the Counoil wag held' last evening;! -Present: —His Worship the Mayor, and Cra Oaselbcrg, Clapper, Perry, Williams, Johnston, and Price,

A letter was read from the; police office, Wellington, to the' effect; that, the Department ;of' Jtigtice i had' not received the Town Clerk's letter re the pound case. The Town Clerk leported having replied to this to the effect that the letter had been duly • forwarded and had been acknowledged- by the Colonial Secretary. '? ■■ , A letter was received from Mr John Hare, 'asking for the consent of the Council for Mr Rapp to .underlet to him certain parts of the Corporation reserve, viz,, part of section '55. The permission was granted,

. An application was received from Mr D, Conroy, ask that the Council should take steps to put the streets in Fergusson's estate in order before the next winter. The letter was referred to the Works Committee. l ' J

The Under-Secretary of the Justice' Department wrote stating the Government had the appointment of a coroner for Masterton under consideration. A letter was received from the Napier Town Clerk, re nightsoil con tract. Referred to Nuisance Committee.-

The fees amounted to £2lßs, . ; :J > WORKS COMMITTEE, j' ■ The committee reported receiving the overseer's uaual report on works in' progress. The overseer recomen'ded that the metalling of Chamberlain street stand over for five or six weeks to allow time for ihe ground sinking. The recommendation was agreed to. Also to a culvert being put in at ths junction of Villa' and Hope streets, and- the ruts in Makora streets and Columba road to be raked in, and (hat notice be given to owners to clear off the gorse on Columba road. The Committee also reported receiving a letter from Mr F. King, complaiuing that the making up of "Villa-street would cause damage to his property. The overseer was instructed to report on this matter,

Re Villa-street, Or Perry stated the Committee had inspected Villa-street, and thought that Ihe work should be carried on about two chains further, which would abate the nuisance oomplained of by Mr King. He moved the adoption of the report. Cr Gapper seconded the adoption of the report. This matter of Villastreet was another piece of the patchwork usually done by the Council. He had proposed that the work b'o done . properly at first, but. his motion was lost, and now the additional work would cost far more than if it had been included in the original contract.

Cr Perry, explained that the contractor was prepared to do the extra piece at the same rate as the rest of the contract.—The report was adopted, FINANCE COMMUTE. • The following accounts were passed for paymentWaijes and contingencies, .029 lis 10J; Chinchon stationary, £l. The overdraft was reported at £829 10s 7d, and over 1500 ol rates were'unpaid. It was resolved to recommend that the Town Clerk be instructed to sue forthwith for all unpaid rates, duo notice having been given ofleual proceedings. The Committee's report was adopted. The Mayor said the Committee considered it bad financing on the part of the Borough to allow about £SOO rates to be outstanding, while paying interest to the bank for an overdraft. . Cr Johnston said this was a matter upon which he felt strongly. . Many who could well afford to pay their rates systematically neglected to do so, and he moved the adoption of the report. MOKGUE COMMITTEE, The committee submitted an intorim report to the effect that they had met and taken the initiatory steps to obtain a site for a morgue from the Cemetery Trustees and to get the assistance of the other local bodies interested. As soon as the negotiations wero sufficiently advanced they would report finally. Cr Gapper, in moving the adoption of the report, stated that through a misunderstanding no meeting took place on Monday between the Committee and the Trustees, as had been arranged. The Committee had understood that the Secretary of the Trust was to inform tliem if the meeting was to take place, and at what hour, and had attended at the Council Chambers to ascertain if any message had been left there for them. There being no word from the Trustees, they did not go down to the cemetery On that day. They had not been idle, however, but had since been down and fixed upon the best site, and would submit the plan to other bodies interested, and obtain their co-operation in time, if possible to report to the next meeting, The report was adopted; BY-LAW COMMITTEE,

The committee reported re the nightsoil contract that they had obtained a return from Mr Wood, the contractor, of all plauea he would be required to visit under the new regulations, and Mr Wood was now onnßidering the matter, and would quote a schedule of prices to tha committee, who would then finally report. The report was adopted. - • VILU-STREET. ' Cr Perry moved, that the Works Committee have power to have the two chains and culvert extra in Villa-street done as soon as possible, Or Caselberg seconded, Cr Johnston pointed out that it was to'be done at a cost not exceeding the rate of the present contract price of the work. The motion was carried, SIGNING CHEQUES. The Mayor and Cr Caselberg,were authorised to sign cheques on behalf 01 the Borough. The Council then adjourned.
