Three entries or tho public money -will bo withheld, No scratching of horses allowed, unless through the secretary, and fifteen minutes before the timo of starting, Tho starter has the power to place fractions or kicking horses, or disobedient jockeys in any position he thinks necessary to secure a fair start, . All entries to be made in writing, sealed ( and addressed to the secretary, ontranco money onclosed, with namo, ago at time of hritry, and pedigree of the horse, namo of the owner, and colors of tho rider. In all nominations for handicaps the previous performances aro to be given.
