WAIRARAPA WEST COUNTY COUNCIL.

Thb annual statutory meeting was heldatthe County offices,Carterton,yesterday. Present—Crs Booth (Chairman), H. R. Bunny, Barton, Braithwaite, Russell, Buchanan, and Matthews The minutes of last regular and intervening special meetings were read and confirmed. ELECTION OF CHAIRMAN. The Chairman- called attention to the fact that it was necessary to elect a Chairman for the ensuing year, Cr Bunny in proposing that Mr Booth be Chairman for the year, said that as he resided on the spot, and did the work as well as any would be expected to do it, he did not see what they wanted more.

Cr Russell seconded the proposition which was unanimously carried, Mr Booth briefly returned thanks for the honor conferred on him,

The Treasurer's statement, shewing a credit balance in the Bank of £250, and receipts during the year £IBB7. Cr Buchanan referring to the statement said that when the Carterton Road Board took over the liability of £ISOO out of the Council's £2OOO (the Fcatherston Road Board taking the other £500), they understood that the balance in hand from tho Hurunuiorangi Toll Gate would be handed over to the Board, instead of which it had been retained by the Council. He would move "That the money £96 being tho balance left from the Toll Gate bo handed over to tho Carterton Road Board." Cr Russell seconded the motion which was carried. CORRESPONDENCE. Tho following Correspondence was then read : From Carterton Town Board and Feathevston Road Board, undertaking to keep the Main Road in their districts in repair for £lO and £1 respectively, From Carterton Road Board, applying for the amount of Mr G-, Fair-

From same stating that they were prepared to raise tho salary of the Clerk from M to £l3O. From Bast County Council handing over their interest in the Hurunuiorangi toll to the Council. From Greytown Prospectint; Association, for the Council's co-operation in the movement. . • •

From Public Works Department drawing attention to certain clauses in the AoVand requesting the Council to amend the application according to the Roads and Bridges Construction Act. From same, stating that the amonded application had not been received, and unless it was done, the allocation of money could not be made. From Minister of Justice, asking for. definition of the riding for licensing purposes, Tho Engineer's report, showing that the whole of the works were progressing favorably, was read and adopted, also the Works Committee report. auctioneer's license. ■.'■ The Chairman said that by law the money belonged to the Council, though it ought to go to the Board. Cr Bunny said that if it was a Borough they would, have it, and he would move that they have it. Cr Braithwaite seconded.—Carried, PROSPECTING, The Chairman thought the Council had nothing to do with the Greytown Prospecting Association, he could not see what they could do in the matter. Cr Bunny: Wo have nothing to do with it. Kijceive the letter. The letter was received acco/dLICENSING BOUNDARIES. > The Chairman thought the Council should make all the county outside of tho Groytown Borough and Featherston and Carterton Town Boards, their licensing district, Cr Bunny thought it best to leave the matter in the hands of the Chairman, Cr Braithwaite, and tho Clerk. After some discussion it was resolved on tho motion of Cr Bunny, seconded by Cr Buchanan " That the county outside the Borough of Greytown, and the Featherston and Carterton Town Boards, bo the County Licensing District.

LAKE FERRY,

Or Russell proposed and the Chairnian seconded, That'tho ferry reserve at the mouth of the Wairarapa Lake vested in the Council and containing an area of eighty acres, more or less, bo together with all buildings and improvements thereupon let for U years from Ist October, 1883, at a rental of £3O per annum, payably half-yearly in advanco, on tho first day of October and the first day of April in each year respectively, and subject to the lake ferry house being kept insured in the name of the Council for the full insurable value, and subject further to all the other terras and conditions prepared by the County Solicitor, and agreed to by the Lake Perry Committee, and that Councillors Eusaell duel Bunny be authorised to sign a lease to that effect in favor of George Croot and affix tho common seal of the county thereto. Carried,

Or Russell proposed and Cr Matthews seconded, That the appointment of Win. Taylor as Ferryman at the Wairarapa Lako Perry he cancelled, and that George Croot bo appointed ferryman in his stead at a salary consisting of all the ferry tolls and dues received thereat, this resolution to tako effect from Ist day October 1883, Carried.

Or Barton raised the question as to who was responsible incase of accidents, the council or the ferryman, as it did not appear to him that the latter had the responsibility on his shoulders. He thought the •'mattor should he settled at once by the council as in case of accidents it would cause some complications.

Cr Russell said that the ferrymen previously had been responsible, but thought that the Board'sSolicitorshould settle the point, and arrange it in the lease.

Cr Bunny was of opinion that the Council washed its hands of tho whole affair as soon as thelense was signed. If tho ferry.was properly conducted they could not interfere, if not they could turn him out at a minute's notice.

The Chairman proposed and Cr Buchanan seconded. That before the lease is signed the councillors appointed! to sign it see that provisions be JQiMF to provide against the council any loss. Carried. Cr Bunny: I'll see all about that. ROADS AND BRIDGES CONSTRUCTION ACT.

Cr Buchanan stated that he would wait upon the Minister of Public Woiks with reference to the amended application required. Cr Bunny: Oh! you do it; we'll leavo it in your hands. Mr Buchanan proposed, That the Minister of Publio Works be interviewed, and the fact pointed out that the application, being under £5,000, no reduction need be made according to the Act.

Cr Buchanan was going on to stss what passed between him and this Minister a short time ago, when Cr Bunny remarked: "Wecannot accept what passed between you and tho Minister as official,.you can meet him when you liko and talk what you liko with him." The motion was then seconded and earned. DOGS. Cr Russell drew attention to the great nuisance that these were becoming to tho settlers of the Lower Valley. He said that the greyhound and sportdogs if once loose on the runs could not be got at, and caused a serious loss among tho sheep. He gave notice that at the next meeting he would move- " That the Dog Tax be brought into operation in the County.' MARTINBOROUOII POUND. Cr Matthews drew attention to there being no public pound at Martin, borough. He thought the Council might givo the ■ FeatherstoH Road Board permission to provide one there, It was resolved" That tLe Feathers-
