Tlio Wairarapa East County Council met on Thursday last, Present—Councillors i McGregor (Chairman), Maekay, 'MoCardle, Chamberlain, and BelUss. Tho spocificationstated thattlio piles should he driven to suoh a foundation as approved of by the Engineer. _ The clause also allowed the contractor to splice the piles when found too short. The Chairman said this olauso seomed to meet tho case completely; It was the conas would reaoh a sofil foundation, Mr Reese said the olause did not say that the extra longth of piles should be paid for by tho contractors. Tho clause was Bimply to guarantee that a contractor should not be able to say he would not drivo piles any other length than those shown on the plan. Or Chamberlain said they should meet their contractors fairly on suoh mattora. It was evident that the contractors had boen put to a very considerable exponse. Mr ling stated tl at had thoy spliced tho piles tho additional expense would only havo amounted to £3 103. Cr Chamborlain was informed that the expense would bo much more, and at any rato. the work had been done, and thoy should moet their contractors in a liberal spirit. • The Engineer said he had preparod tho plans carefully, and it was the duty of the Council to support him in tho matter. If any oxtra work had been dono ho would be too happy to support tho application for extra payment, but he did not think it fair for contractors to claim that which they wero really not entitled to. Mr Rceso said the power of tho Engineer Bhould be set forth more clearly in tho specification. He did not feel disposed to submit to Mr King's jurisdiction in tho matter. Cr MoCardle thiught tho contractor was entitled to the valoo of the extra timber in the piles driven in place of those originally procured. .; The Chairman and Cr Maekay held that according to the specifications Messrs Reese and Dawson could not claim any compensation whatever, though as tKoAfajL really used extra timber and more were possibly entitled to something.' The application was finally referred to the Works Committee, with powor to deal with it finally, HUF TEAM.Y STATEMENT. The halt yearly statement having been audited and returned by the auditor, was passed, and ordered to bo published. Cr McCardle moved, That the balance sheet be published in both papers. Cr Maekay seconded. The Chairman said tho resolution was really out of order, as a resolution was passed re advertisements some time ago. He entirely disapproved of the resolution, but would put it. WAIPOUA BRIDGE, The engineer, in reply to Cr Chamberlain, said tho Yfaipoua bridgo was being widened in readiness for tho busy traffic season, FRESH TENDERS Wero ordered to bo invited for metalling on the Mungapakeha road, Burgess's aban- • doned .contract, and work on the Kalian* mingi road. Also tenders for metalling Eketahuna-Tinui road, as far as funds Jmitted, and the engineer was instructed get the lower end of Bideford road itaUed. PAHIATUA. Cr McCai'dle said that at a previous meeting he had brought up the question of plans of werks'to be done at Pahiatua being sent to that place for inspection, and he thought that should bo done, Mr King said'that would be done in ■ future. PAYMENT OF CONTRACTORS' ORDERS. Cr Mackay moved, pursuant to noticeThat in future the Council do not recognise contractors' oi'ders except for material actually used in their contracts. Cr Belliss seconded, It was thought after discussion that a hard and fast rule would not ho found suitable, as it would in some cases provont storekeepers obtaining cash for orders when they might be supplying the sinews of war to the 'contractors. An order was never paid until tho amount of it had been earned. ■. Tho motion was not pressed and it was allowed'to drop. ORDERS. Mr Rapp asked if the Council would acknowledge an order from a contractor to onablo a storekeeper to receive all money 1 that may be due to such contractor from time to time. Tho chairman stated the Council could not undertako to do this, as they might at somo timo be doing a grave wrong to other porsons, The Council then adjourned.
