The Wairarapa Daily MONDAY, NOVEMBER 5, 1883. THE PROGRAMME.

The delegate meeting on Saturday evoning last has given us tho programme of the iNortli Wairarapa County Rettleva' Association. We j welcome it with a considerable amount of satisfaction, mingled with some slight feeling of disappointment, not at the programme as sketched by the President, but at the fact that it was adopted by the delegates without adequato discussion, notwithstanding tho fact that it omits several burning questions and includes others which could very well stand over for the present. - The delegates Lave undertaken to submit it en masse to the association, but in our opinion it would have been better if they had in ; the first instance debated it and arrived

at some common conclusion on its merits, The chance of the association doing the work of sorting and analysing is, as matters now stand, a little remote. Tho programme itself is rather a bulky one, The following are its leading items:— The establishment of fruit and other industries The refrigerating of produce supplied by small farmers Tho establishment of a monthly, mooting in tho shape of a Farmers' Club Tho Waste Lands administration, prelontandprospootivo Tho Eailway Improved Lands Bill It might have been better to have hold over for the present the consideration of some of the subjects named, or to have dispensed with any formal programme, It seems to us that it would have been as well if tho delegates had discussed fully one, or possibly two 1 questions, and then brought their conclusions before a . meeting of the association. So far we have not tho mind of the delegates, and this is really what we would have desired to obtain, We do not underestimate tho value of the President's address. He has thought out his subjects carefully, and arrived at definite conclusions, As ;i thinker and a Speaker he will command tho respect of every member of the association, but ho fails in a measure to grasp practical difficulties. Take, for example, the jam factory question as stated by him, Are we to suppose that the delegates accept all his conclusions and imagine that they can give effect to his proposals ? A short time ago in this town full information was obtained about a woollen industry. As far as information went the promoters of the movement were literally saturated with it, but found they could not raise five or ten thousand pounds capital required for commencing operations, and so the thing collapsed, The same diffnulty is the real obstacle to a jam' factory. Almost any man with a little troublo can obtain all the information he requires; the vital point, howover, of " raising the money" is the difficulty. The delegates, in coming before the Association with a jam factory proposal, should be in a position to show that .capital could bo raised for such an enterprise in this neighborhood, but how can they lead a meeting on such a point - unless they have 'discussed it among themselves in the first instance. Wo thank Mr Hawkins for suggesting such an enterprise, but we consider that the delegates should liavo assisted him by maturing it before it was laid before tho Association. The Association is, of course, still in its infancy, and has plenty of time yet to get into right lines. The initial mistake of starting too many projects at once without giving tho full consideration which each demands is not very • serious, but wc trust that it will not be repeated.

The singing of the children under the tuition of Mr Rapp was extremely good, and at the request of members of tho church, the Rev. Mr Isitt announced that they would eing again at the morning and evening services on Sunday next. An announcement in another column states that the first term of tho Masterton District High School will commence on Monday, January 30th, when olasaes will bo formed in Latin, French, and mathematics. The conditions for tho admission of pupils and fees will bo found in the advertisement. It is expected that many parents throughout the district will take advantage of tho opportunity now presented of obtaining higher education for their children within the Wairarapa district. Preparatory classes are now beiii!! organised, and pupils will be enrolled at once, but no foes will be charyecl pri u* to January the 80th.
