MASTERTON BOROUGH COUNCIL.
The usual meeting of the Council was held last evening. Present—His Worship the Mayor, and Crs, Heron, Perry, Dapper, Price and Lowes, An apology was received and accepted from Cr Caselberg, ';■ The minutes of the previous meeting were confirmed, and the correspondence read. Messrs Joseph, Williams J ahd E. E. Chamberlain having iiiade the usuai declaration took their seats as Council' lors. ' POUND FEES.
The ..poundkeeper reported the receipt of £2l7s for the month ending in September.

. The clerk was authorised to obtain a copy of the Statutes from Mr R, Rurrett at 30s. CATTLE STOPS IN LINCOLN ROAD. ,
A reply, was received from the Under-Secretary of Public Works to the effect that the Council's complaint re the above had teen inquired into, and the baulks werp pot considered in any way an obstruction or dangerous to traffic.
The Mayor held an opposite view, and said that already several carters had complained ofthe danger ofthestops from their position in the bend of the road. He was informed that a horse was much injured in fact nearly killed there recently. Cr Lowes was of opinion that more good would be done by interviewing the Chief Engineer, Mr Blackett, than by writing to the Government. Cr Gapper said the Government appeared to assume the right to encroach on Borough property without even asking leave or mentioning their intention. The roadway was narrowed 10ft, on each side by these baulks, and yet it appeared the Council had no remedy but to beg the Government to consider its rights. If the Government acted. the stern parent, there was no help for it. Some day the Council would lequire to place a footpath on one side of this road, and they would simply have to fill the baulk up as it stood. He moved that the Government be again written to and the Council's objections to the cattle baulks being placed on the Borough road fully set out.
This wag seconded by Cr Chamberlain and carried,
WORKS COMMITTEE. The committee reported receiving the Overseer's report on works in progress. They made the following recommendations on matters referred to; them by the Councill. That repairs on Nursery Koad, as asked for by Messrs Gruschow, Johnston, and others, be made, provided the applicants paid one-third of the cost. 2. That notice boards be erected cautioning persons against taking gravel from the new borough gravel reserve. 8. That the application of Messrs Kopke, Wilton, and others to erect culverteon Chamberlain road 1 be not ao:eded to. 4. The committee having considered the plan of Mr McCarthy's new shop, recommend that permission be not granted so erect a verandah on Bannis-ter-street j and that in future no verandahs be permitted on half-chain streets, . The committee also'-.recoup mend that all persons should be prosecuted who infringed the borough by erecting verandahs, or buildings, or alterations to. buildings, as defined in the regulations, without the written consent of the Council.
The Council adopted the suggestion re notice boards, with the addition that the Town Clerk immediately prosecute trespassers found removing metal,
Or Heron, in moving the adoption of recommendation No, 2, asked the Council to waive the schedule on this occasion, as the street was impassable the storekeepers refusing to send their order carts over it,-The work was agreed to. With regard to Chamberlain-street, the Mayor said it had never been fenced off, and was still included in several small paddocks, He had been over the ground, and found the culverts required were large ones, and approaches would have to be made. He moved the adoption of the committees report on the matter.—Carried.
A long discussion took place on Mr McCarthy's application for permission to erect a verandah on the Bannisterstreet front of his new store.
Or Price was in favor of granting the application on the ground that an iron verandah as proposed would keep off the flames from outside, and keep in internal fire. He moved, as an amendment that leave be granted. Cr Wjlliams supported this view, as also did Cr Lowes. ■
Cr Gapp6r expressed his surprise at Cr Lowes speaking bo strongly in a matter in which he was interested, Several Councillors. after witnessing the last fire had made up their minds to oppose granting permission to erect verandahs on half chain streets in future. He hoped the Committee's recommendation would be adopted. Cr Chamberlain supported Cr Price's amendment,
I The Mayor was strongly • against granting permission to erect verandahs on half-chain streets. On the occasion of the last fire in Bannister-street, the verandah carried the flames out about 10ft beyond the main building, and so greatly endangered the Club Hotel and all the adjoining block. Had there been no verandah the flames would have gone straight up, and the danger would consequently have been much less.. He would liko it understood by' the general public that they were liable to heavy penalties for breaches of the by-laws in the matter of verandahs and new buildings. In the present case the building was in an advanced state of construction before the plana were submitted to the Council. He hoped the Council would adopt the Committees recommendation on the matter. After some futther discussion the amendment. was put and lost, the Committee's recommendation .being adopted. Cr Gapper then moved that permission be granted to Mr McCarthy
to erect a verandah in Queen-street in a line with Bannister-nt, Cr Heron.Beconded. Cr Williams moved as an amendment that permission be granted to erect a verandah in Bannister atresi as far as the first window.'
The Mayor said'he could not accept the amendment unless the resolution just passed was rescinded. The resolution was then put and carried.
MEDICAL REPORT., > . Gentlemen,—ln accordance with af letter from the Borough Council of the 10th mat., I have examined part of Suburban Sections 21 and 22, to ascertain whether a nuisance to the public health exiita. I find that at present there ii no risk of illness being caused by these seotiona, but should advise that notice be given to the owners to remove a lot of water cress which is'growing in the swampy ground;' and whioh in summer (when the water is low), will decay and emit an unwholesome odour. Whilst speaking of water cress I should advise that all the creeks through the Borough should be kept free from thii and other weeds which not only are unwholesome on account of their decaying when the weather is hot and the water low, but which prevent the water from running freely through its channel, thus allowing filth to stay long enough to emit unhealthy vapours intothe atmosphere, and which renders the water unwholesome ior ordinary purposes. People 1 End will - drink from these creeks mn when warned by medical raen'not to do so, and • consequently it ia of the ntmeßt importance to keep these ai pure as possible. lam&c., Smcra'F, Beard, Medical Health Officer. - The Mayor said this clearly settled the question of nuisance, and it now remained for the Council to take the steps they had power to do by law for keeping the creeks clean. Cr Gapper moved that the matter be referred to the Works Committee with power to act, and' where owners did not obey notices to clear out their creeks, to do the work and sue for the cost, notices to be sent out at once, Cr Price seconded.—Carried. 1
WORKS COMMITTEE-MAN. Cr Chamberlain was re-appointed a member of the works Committee. The Council then adjourned.
