The Pall Mall Gazette to-day discusses the .proposals of the French Government to deport habitual criminals to Noumea, and severely condemns the scheme, and predicts that if it is carried into effect, a collision between the French colonics and the Mother Country will inevitably ensue. The separate action of New Zealand in relation to the annexation of islands in the Pacific is generally condemned. Surprise and indignation have been occasioned in London by the semiofficial intimation from France that she is determined to assert her claim to the New Hebrides. The Criminal Court of Capetown has refused to try Q'l)onne}l, wljo js charged with having mur'dpred Carey. It is probable tliat the French Government will grant compensation to the Rev. Mr Shaw, the agent of the London Missionary Society, who was recently acquitted on a charge of holding communication with the Hovaß at Tamatave, contrary to French martial law then in force in that place, Senor Segasta, President of the

■, The Globe and St. James 1 Gazette both discuss the action of the Imperial I Government in relation to the annexa-1 tion question, and condemn'the English Government for persisting in the stubborn polioy of non-annexation in spite of the repeated and earnest protestations of the Australian colonies, and contend that in doing so Government is grossly neglecting colonial interests. The Imperial authorities have, it is argued, not attached sufficient weight to the expressed fear that if England does not annex those islands, some foreign Power will. That this fear is warranted is shown by the recent announcement that France intends to. assert her claim to the New Hebrides.

According to tho latest reports from tho Southern Provinces, the disaffected feeling of the Slavonic inhabitants has not diminished in any degree since the reinforcement of the troops was effected. Disloyalty to tho Government is openly expressed, and rioting lias occurred at several places in Croatia. At Agrain, th# capital of the province, encounters have taken plate between the military and bands of peasants, who fought with determination.
