Further diplomatic parleying has taken place between the Marquis Tseng and M. Challemel Lacour, Minister for Foreign Affairs, regarding the Franco-Chinese difficulty in Tonquin. The Chinese Ambassador has drawn up a series of proposals for the settlement of the question, and has submitted them for the decision of the French Government.
