Reuter's Telegrams. WAR BETWEEN FRANCE AND ■ : CHINA. ; LONDON, September 4. Received September 5,11.30 a.m.— Telegrams to hand from China sporting that fifteen thousand Chulese troops have crossed, .the. frontier into Tonquin, and that an outbreak of hostilities with the French forces, may be expected shortly. The intelligence not yet confirmed. It is announced that the British force now in occupation of Egvpt will be shortly reduced to three thousand men. Withdrawals will be made during October and November. Accounts are to hand of a dastardly outrage which has been committed at New Ross, County Wexford. A party of 40 harvesters, who were engaged in getting in the crops on a property in the vicinity of the town were boycotted by the residents. Subsequently, however, they were supplied with fool, whiah proves to have been poisoned. The atrocity was successful, two of the men having died, and others being in a critical state.
VIENNA, September 3. It is announced that a military comma ider is to be appointed to administer the government of the Province of Croatia, in place of the Ban (Viceroy), who has hitherto filled the post.

The Melbourne qf the National Mortgage and Agency Company of New Zealand (Limited) reports as follows of the local grain markets : Wheat' The market is firm and steady, Shipping parcels, 4s 10d to 4s lid; fowls' wheat, 3s 9d to 4s 4s. Malting barley is dull at 5s to 6s. 3d, The market is irregular. Neiy Zealand oats are quieter; milling sorts,' 3s to 3s 3d; feeding do, 2s lid to 3a 2d. Now Zealand oats under bond are slow of sale at 2s 2d to 2s 4d, HOBART, . : Wednesday. ■ Received September 5,1 p.m.—An official statement is published that altogether fifty shocks of earthquake were felt in Tasmania during the month of August. MELBOURNE, Wednesday, Ihp Rev Mr McEachran has given notice Of motion charging % fov Charles Strong with promulgating and publishing heretical and unsound doctrines, The Presbytery meet on the 11th to consider the motion, PARIS, Sqptember 4. In consequence of the latest news received regarding the movement of Chinese troops/ the French Government has decided that large reinforcements shall be despatched without delay to Tonquin.
