Yesterday the Wellington College Land Bill, Westland High School Bill, and Timaru Mechanics Institute Bill were read a third time, and the Counoil insisted on its amendments in the Bankruptcy Bill and appointed a committee to draw up reasons. The Hon Mr Whitaker moved the second reading of. the Native Land Laws Amendment Bill.

HOUSE OF REPRESENTATIVES. In the House the Public Petitions Committee reported they had not had time to fully enquire into the case of George Longhursfc, n prisoner for rape, but they recommended ; his petition to the consideration of tbo Government. Mr Siuw, in a long speech reviowing the whole case, moved that the .petition ■ be referred to*the favorable consideration of the Government. , .. >.';■!* The Hon. On the motion for. the third -reading' of the Expenses of Members of General' Assembly Bill, considerable discussion took place, several inoiulors'saying it had got through previous stages without debate entirely by surprise, Mr Seddon protested against the Bill, the Council should not be paid by- r . statute. This Bill acNra gave Wellington members more than thoy now got while Wellington councillors were to got noting. ■ - :;,;;, Mr Peacock opposed the Bill for. the,,, same reasons. ■.-''• Messrs Sheehan, Whitakcr, Moss,-, and others thought the Bill a very mean way of attacking the Council. Capt. McKen'zie thought numbers-" of each House should get only ono hundred guineas, Mr Swanson thought th,e Oouncjl would make short work of the Bill and the experiment of sending it to thenv was worth trying. • Mr Turnbull moved the recommittal of the Bill, but this was negatived by 30 to 18. The Bill was read a third time. . On the motion that the Bill do pass, tlio Hon Major Atkinson replied, He repudiated the idea that the Bill was an attack ontho Legislative Council, but members of the House had exr. •. penses which Councillors had not, in ' visiting their constituents, ete. He •'< would like to see both Houses' honor- -■■■ ■•• arium reduced one half, but it was impossible to carry that, The Bill: was then finally passed.The following Bills were also read a third time and passed:—Crown and Native Land Rating Act Amendment, Property Assessment Act Amendment' Rating Act Amendment, Railway Con- ' struction and Land Act Amendment, and Property Law Consolidation Bill.-' The West Coast Peace Preservation Act Continnance Bill was read a third ■ time and passed, but on a quesiioiof,.passing its title, Mr Hutchison wished - to protest against the measure, and''" accordingly divided the House, the title being carried by 33 to 8. The House rose at 2.10.
