The report of the committeo appointed fce deal with the scab question, which was published in our last issuo, will commend itself to most people by the moderation of its tone and the practicul character of its recommendations. It is not in any shape or form aggresive, but carefully refrains from censuring either the Government or any of its departmental officers. It merely asks the Government,to appoint, Mr John Drummond a special jiipctor for the purpose of cleaning the North W,airarapa district, and to amend the Sbeep Act by inserting in it.imore stringent provisions for dipping. When the attention of the Government was called, over two years ago, to the spread of scab' in the Wairarapa, the question of ways and means was left, entirely to. its discretion. Had the •Government sue-' ceeded in stamping jout' scab < by the. ways and means it would have been obviously an impropriety to have now suggested.to it the name of any persons whom it should employ j but as the Government failed in its efforts to clean the district, the 'recommendation of a . person suitable for doing the necessary work cannot well be deemed presumptuous. That Mr Drummond is a competent Inspector, and that he has a special and intimate knowledge o,f the infected district, is a matter which is indisputable. We do not think a better selection could have been made, and we trust it will bo confirmed by the Government. It-is probable that if the recommendation ot the report with respect to the special appointment of Mr Dbummond is carried out, that scab will rapidly disappear in Waira'rapa North,even without the adoption of the proposed amendments in the Act. If, however, the passing of the ktter'wijl hasten or facilitate the goal which is sought to be attained, they ought to 'receive the sanction of the legislature, Scab is not only a. scourge tri'this district, but its existence over fjiiy' considerable area,' of lard in any is,a disgrace to ;New; yjealanj; ' v stamped it..ont,Jßnd the "logical deduction ut that ( piir, administration is less intelligent and efficient than that of. other colonies.

The first court-martial under the new Volunteer Aot, was hold in Wellington' last week. Private McKeever, of tho Wellington Guards was charged with setting the authority of his superior offioer at defiance/ by telling Lieutenant Steele that the members of the Guarda objected to that officer drilling thorn, although he had beeu specially invited to (Jo so by Captain Loveday Private McKeevpr's version of the case .is that he did not- objept to any officer drilling with the Guards, but. objected f-i bo practiced on by officers, who did not know their drill, and invited the officer referred to into the ranks us tho best place for him, For this offencp lie ms recommended to bo dismissed from the service, but claimed his right to be tried by courVnmrlial, As the Colonel .was not present this week the matter has been postponed for his decision.
