THE SCAB COMMITTEE.

At A meeting ofthe Wairarapti Scab Committeo held yesterday in the Institute, Masterton, at which Messrs W. Hi' Beetham (in the Chair), R.' S. . ; Haw.kiris,..E. Meredith, ,L{. Maunsell, Fj Moore,- T. Mackay, and D. Donald were present, the following resolutions were passed : T ~ 1. That with f view to the effectual eradication. of ,scab from the North "Wairarapa subdivision gazetted December 27,1878, theGoverni^etit''be requested to appoint a special' inspector for that subdivision and provide him with such assistance as • That' Special remuneration be given to the'iiiKpyptor, and the committee tuggeatihdi'a'substantial bonus should form a park,pf'tHatiremuner^tion',,.the bonus to be paid if 'th'e! district is cleaned within fifteen months and shall remain-clean for two years from the date' of bii appointment.

3. That the. special inspeotor shall have power .to appoint hia own assistants, and that he>and I 'bis assistants so appointed have exclusive power for scab purposes in the district, ' 4, That. Mr: John Drummond be ap polntod ; spocial inspector.

5. That in order lo eradicate scab on the Grown lands in the North Wairarapa subdivision, the Government be requested to place on the estimates a Bum of money out of the sheep fund for the destruction of wild.sheep on the said land*, the expenditure of .bucli money to be under the direction of the special inspector. 6. That section 62 of the Sheep Act, 1878 bo repealed, and that in lieu theroofitba enacted: That every owner, of sheep in an infected district shall maintain to the satisfaction, and it) the opinion of the Inspector, a sufficient dip, with all necessary appliances and material fur dipping his sheep twice, and in default Bhall be liable to a penalty of not less than i 25 nor exceeding £IOO, That in case of districts infected at the time of the paßsißg of this Aot, this section shall be in force at the end of three months after the passing thereof, and in case of districts proclaimed infected hereafter at the ond of three .calendar months after t he date of such proclamation. 7. All sheep required to bo dipped in any infected subdivision shall be dipped in some recognised scab destroying solution, to the satisfaction of. the inspector, and any person falling to comply with this aeotion Bhall be liable to a p@ng.lty of not less than J5 or exceeding IgO. 8. The Inspector shall hftve power to require owners of all or tiny infected flocks in tny distriot in (he North Island to dip their sheep twice simultaneously at any reasonable time of the year, and Mso to require the owners of sheep adjoining infected flocks to dip onoe simultaneously with the owners qf infeotbd flocks'-any sheep running iri adjoining 1 or near the such infected.flooks. 0. When the o.wner of an infected flook shall have eoiuplied' tfith the provision of tho At)t, and the Inspector shall have found the sheep clean at tho end of three months after the last dipping, tho Inspector shall forthwith give such owner a clean certificate, ■ -

12. When Inspecting • sheep prior to grnntiug certificate, it shall be lawful for the Inspector to hive any sheep he may have examined, retained in a yard or other sheep proof enclosure' until he shall have inspected the one or more paddocks in which such sheep have, been depasturing. •*"' . ;
