As a proof of the value of the deferred payment system as'an aid in the work of settlement in New Zealand, we find (says the Southland' Times) on investigation that about 800 deferred payment settlers are located in Southland, west of tho Mataura river. Of this number, about! 170 have become freeholders by complying with the conditions of settlement; Six hundred and thirty are at present fulfilling the residence and other conditions attached to the license to occupy, About five per cent only fail to fulfil the conditions of residence andforfeit the right to occupy. It is reported that an unusually large'number of seals had lately appeared in the Baltic Sea a few miles north of- the Samland coast. The salmon fishers are alarmed lest the seals should play havoc with their industry, as they have done' from time to time with-the fisheries in other, places, and at present the damage'caused by 'seals, is very great at Pomerania.
