THE VICTORIAN POLICE FORCE.

The final report of the Victorian Police Commission has been issued. Amongst the principal recommendations is one to the effect that the future management of the police should be vested in a Board of Commissione-is, to consist of a Chief Commissioner and two competent gentlemen selected outside the force. One of these gentlemen, it is suggested, must have the legal training. It is recommended that every facility should be given to members of the force to qualify themselves educationally for the higher grades of the service; that the recruits should possess a sound knowledgo of the rudiments of education, and should spend two months of probation at: the depot at 5s 6d per diem, during which time they should be instructed in their duties as well as in the use of firearms; that the age of admission to the force should bo from twenty-two years to twenty-five years; that retirement should be compulsory in all grades of the force at the age of fifty-five years; that the pay of constables should be arranged on a more equitable footing, and that it should bo for the 'first and second years of sorvice, 6s Cd per day; for the third and fourth years 7s; for the fifth and sixth years, 7s 6d; and and after ten years, 8s per day; that badges should be granted for meritorious service; that positions in the gift of the Government, from which extra emoluments are derived, should be conferred for good conduct, and made tenable for five years; that the canteens at. tho police stations should be abolished, as well as the Superanuation Board; that in future pensions and gratuities should be paid from the consolidated revenue; that the present law withholding from the police the right to exercise the franchise should remain undisturbed; that the Police Hospital should bo abolished; and that Inspector Secretan and Detectives O'Ballaghan, Duncan, and Nixon should be removed from the service.
