MASTERTON BOROUGH COUNCIL.
The usual fortnightly meeting of the Council was held last evening at the ' Council Chambers. Present—His Worship the Mayor, and Ora Caselberß, Chinchen, • Chamberlain, Feist, Gapper, Heron, and kinutes of the previous meeting and confirmed and correspon- •' APPLICATION FOR REFUND. The secretary of the Library Committee wrote asking for a refund of interest and rates paid by'them. Cr Feist' moved that the matter' be referred to the Finance Committee. Of Price seconded, • Or Heron hoped the committee would not, in view of'the borough finances, vote any money for the interest, -The loan was raised solely for the benefit of the Institute and it should bear the coat. Gr.Caselberg said 'Cr Heron had evidently lost Bight of the fact that they were simply taxing themselves when taxing the Library, They should not try to onpple the institution and take money, from it which' should be expended on books, 'Jt was resolved that the question of refund of ipterest be referred to the Finance Committee and that the rates be refunded. WORKS COMMITTEE, The Overseer reported Bentley Bros, were proceeding, very slowly with the formation of 'Charter-street, That he had repaired part.of Akura road, Lincoln Mad footpath, east, end of Nursery road, Johnston-street east, : and King-Btreet. .• M, Oaselberq, ' :: Chairman, CrCaselberg in moving the adoption of the report, could hardly hope it would be carried into effect, as it meant the expenditure of £IOOO. It was, of oourse, impossible for the Council in its present financial condition to attempts work of suoh magnitude, The committee, however, had been appointed to ascertain the best method of supplying the town with waier for fire .extinguishing purposes. They had obtained the services of a skilled engineer and out (heir task. The ways and means did not. concern the committee There could be no doubt it was desirable to have the water, but they could not obtain it without a loan I He knew several councillors thought it folly to aßk for n loan for the purpose, as tho Counoil had already gone to the ratepayers with one loan proposal, which had been rejected. let every time a firi occurred there were cries of,-" What ia the Council about that it does not supply the town with water?" Why does it not do this or do that? When the fire was burnt out, however, the ratepayers' zeal cooled also, and if thoy did not oppose a loan, they would not take the trouble to turn out and .vote, for one. He would move that the report bo adopted, and a loan of 11000 raised to give effect to it, If it was in accordance with law a special rate could be levied on the portions of the | Borough directly benefited to pay the interest and sinking; fund, which would only amount to £IOO a year. ' The rate' would pot be excessive as the area would embrace the most important part of the BerougL, a portion which represented about SOO,OOO of property. The owners of this would save the amount of the special rate by reduced insurance premiums, besidos enjoying increased safety irom fires. Cr Price thought Or Caaelberg had better make a notice of motion of his resolution as it was a surprise to most of the Councillors. Ho (Cr Price) would vote against it that evening at a first glance, but if postponed for a fortnight he would have time to look into it and possibly alter his view. . Cr Caaelberg: I'm quite willing. I moved the adoption this evening more by way of explanation than to get it carried, Cr Heron said there was one hope Cr Caaelberg might comfort himself with, and that was that all the outsiders who were not affected by it would vole for the proposal to spend tho £IOOO. (Laughter), The debate was postponed, Cr Caaelberg making lm resolution a notice of motion as follows:—That the Council adopt the report of the water supply committee, and borrow £IOOO on the security of a special rate to carry it out. The Mayor said the question was one of great importance to the Borough, and he hoped to see a full attendance, and Councilors prepared to fully enter into the matter at the next Council meeting, The Council then ajourned.'
