IN all new leases (which shall be by auction only) issued by tlio Trustees, there shall be a provision for compensating lessees at the expiration of their term for all permanent improvements clfected by them, . Such compensation shall be arrived at by a valuation of the improvements, made by t'wo competent valuators, ono of whom the Trustees shall appoint.
