IN all new leases (which shall bo by auction only) issued by the Trustees, there shall be a provision for compensating lessees at the expiration of their term for all permanent improvements effected by them, Such compensation shall be arrived at by a valuation of tho improvements, made by two competent valuators, ono of whom the Trustees shall appoint. Such valuators may, if necessary, call in an umpire.
