The offices were completely wrecked, Immense damage was caused to the building, and thousands of windows in the vicinity were shattered. Fortunately no one has been injured, One man has been arrested in connection with the outrage, which it is supposed was committed as an act of vengeance for the rejection by the Rouse'of Com mons of MrParnell's demand for the amendment, of the Irish Land Act.
. ; A box of explosive material was discharged last night in the neighborhood of the Times office, but no d image was done. The cargo of frozen mutton, ex steamship Europa, from Melbourne, has realised an average of 8d per lb. In the house of Lords to-day- Earl Derby, Secretary of State/for the ! Colonies, announced tb,ac the Government; had decided only to remonstrate with tho Boers as to their,oppression of the natives. The cost of a small expedition to the Transvaal would exceed the value of the land in dispute. The natives, his Lordship added, would be protected, hut only in the last extremity would force be justified. ST. PETERSBURG. Maroh 12. The death is announced to-day of Prince Gortschakoff, the well-known Russian statesman, aged 85. March 13. An inquest is taking place on the' body of tho late Prince Gortschakoff, owing to suspicions that the deceased met with his death through poison. The inquiry is not yet finished.

■ ' '' ■" ' ■ , - The monthly meeting of the above 5 board was held this morning in the, county chambers,--Present: Mr Meredith senr. (chairman), Macquarrie, Chamberlain, and Dagg. The minutes of the previous meeting were read and confirmed.
Correspondence was read from Mr J. Rutherford calling attention to the state of the road betweon Alfredton and Bideford, and asking them to authorise him to spend a sum of £lO in repairing the same. l '
Mr Macquarrie was of opinion that Mr Rutherford was entitled to some consideration .from-the board, and thought that'the amount paid by the settlers for rates should be spent in that district. The Chairman thought ii' would be as well if some specified work was named,
The sum was voted and 'Mr Macquarrie was asked to pee to the work done. ! From Taratahi-Cartei tonßoad Board' asking for cheque for amount granted for work down in that district.
From Castlepoint Road .Board enclosing cheque for £lO for work done on the Blairlogio Road, and stating that they did notconsiderthemselves entitled to pay tho amount for surveying roads in their district.
Mr Macquarie pointed out that the West County Engineer had survoyed the road, not knowing that' it was in the Castlepoint district.- ■■

From Tunuiorangi, requesting that owners of property leading to his place be given notice to erect gates; and also to have side' cuttings on- the-line of road, as it would be. practically useless without. . .....■• It was decided that the matter be referred to Mr' Buchanan; ! '
From West County Council, stating the Council had no funds at. present to try .experiments with the luminous paint, ahU also that the work of metalling the Tauerii road was in the hands of the Works Committee, ' ' ■
From same, stating that the amount fo'r which explanation was required was a moiety ot an amount-paid for' timber for repairs to the Waingawa bridge. It was decided that the amount be paid as it did not matter which side of the bridge was defective, the Masterton district would suffer. •.:: '
From Mr J. Wingate applying for a road to be laid off to his property. The clerk was instructed to inform Mr Wingate that the Board eould not at present see their way clear to do the work asked for. i ■'"'' '
From Mr A, R, Bunny j stating that Mr Cockburn is sustaining considerable damage on'the Manaia road through the drain being choked with watercress, and calling attention to the fact that unless tb,e drain be cleara} the damage would be increased j and that the settlers in the district .would contribute to the expense of clearing the drain.
' The engineer pointed out that the settlers had agreed to pay about £5, but the work this year, was so heavy that it would require about £20,-to do the amount'required/as the drain; was not cleared out last year.
Mr Bremner was instructed to make the best terms he. could with: the Settlers, and get the work done..'
From the District Surveyor, asking for information for certain proposed roads in the Kopua'rangi district.
