Received March 5, 11.55 a.tn.—lt is believed that neither Sheridan nor' Byrne will be surrendered by the American and French Governments until strong evidence is forthcoming of the complicity of the accused in the Irish assassinations. Byrne, who was recently arrested in Paris, pleads'an alibi, and has not yet been given up by. the French authorities. It is stated to bo probable that Mr Childers, in making the budget statement, after the Easter recess, .will show a deficit of one million sterling at the close of the financial year. ■ The cargo of meat in the Chimborazgo, from Melbourne, has arrived in excellent condition. j WASHINGTON,. March 3. The, Tariff Bill has been finally j passed by congress, and the effect of reductions made will be to increase debt by the estimated sum of seventyfive million dollars, The rates on wool have been reduced by eighteen per cent;
