They had to advertise for four weeks the intention of the Council to ' levy a special rate, and then take a , poll. They must, face the question. The two roads the county was interested in were several sections of Carterton to Wainuioru, ! about seven miles beyond Gladstone r and Maryborough to Pahaua section, . / f a Cr Bunny said they could adjourn to that day week if more convenient. ' The Chairman remarked that the • County did not know the Masterton from the Carterton end of a bridge, nor : the Grey town or Peatherston end. ' p Cr Phillips said he could not attend ° on that day, as he was going over the *f road from Martinborough to the coast n ' Cr Buchanan thought if only a few s ) attended they could open up the matter. n . Cr, Phillips said those living at a dis- - tance should have due notice of such v meetings, as it took three clays to (- attend them. a The Chairman did not see any diffi- D , culty in tho matter at all; Let as " many as could como, and just break gi'ound. They could then appoint a ut day for final adjustment. . He would suggest that it bo understood the Com- n raittee met on Wednesday. '^ Cr Phillips held it would not be fair a to meet on Wednesday, and he would n . call Mr Wolters attention to the; fact tthat he (Cr Phillips) only received the notice of their present mooting the day P before. a After further discussion, the meeting was left in the hands of the Chairman } to arrange, Cr Matthews expressing r the -opinion that the Chairmen and a Clerks of the two Counties could do- F all that was required. . ■ C LAKE FERRY. 1 Cr Matthews reported the very unsatisfactory state of this Ferry. The lessee had been convicted of sly grog . selling, and would probably go to gaol Numerous complaints had been made as to the. manner in which the Ferry \ was conducted, the lives of passengers ' being at times endangered. J Jn answer to. a question the clerk stated the Council had subsidised the J ferryman, but had not paid his license. The Chairman thought the ferry was \ under the charge of Cr Russell. Cr Russell said that whenever he had cattle to cross the ferryman took a good cave to have plenty of assistance. He had heard of many complaints, C however, and there was no doubt the r ferry was conducted in a disgraceful I manner. One reason was the ferryman received about £2O a year in fees, and ; had'to keep a man at a cost of at least l £BO.. W,ith regard to the lease of the A forryhouse, it was rather a loose arrangement of tho old Provincial ] Council. The ferryman erected a house on the understanding that he wduld ! never be dispossessed while'he attended to the ferry. He understood the, present proprietor had given his brother £SOO for his interest in it. He (Or ] Russell) thought the council'should ; endeavor to. acquire the restrve and put the ferry on a proper basis. The chairman suggested a committee ) should be appointed to investigate the ' affair. t " . ' ■ . Cr Bunny supported Cr Russell's ' view that it would be wise to endeavor ' to have the reserve vested in the Council. ! Cr Barton moved that Crs Russell, 1 Matthews and Bunny be appointed a ] committee to investigate the.matter. ' ' Cr .Phillips objected to referring \ everything to sub committees as they ' were doing that day, something should be left to the Council. ' Cr Bunny—Would you have the : [ Council go in a body to have a look at the place? (A laugh,) i The motion was carried. ENGINEER, The Chairman stated there was the matter of an engineer they would have to consider. There was no doubt Mr King, ''whose work'all lay in the present East County would be fully 'occupied, and the West would have to obtain the services of an other engineer. Hebelieved Mr Bremner, the present Engineer of the Masterton Highway Board would be available, and, he thought he would be a very'efficieht officer. If an arrangement could be come to with the Taratahi-Carterton and Peatherston Highways Boards to share in his services, and pay their quota of his , salary, an • adequate sum could bo offered at a small' cost to each.body. 1 Cr Bunny stated'Mr Skeet was at present engineer ,of tho Featherston Highway board. Cr . Matthews explained that Mr Skeet was only employed occasionally [ at a percentage. :'••• ' ■ , ■' ! The Chairman said it was : very im- ' portant to have an engineer as how a 1 large portion of theMasterton;flighway District had been added to the County' and much more work was required. . No one body would have enough work j for an engineer, but all. could ke'ep him. ) •fully employed.. [ • Cr. Bunny suggested the. Chairman I should • communicate with ■ the-local-bodies, ascertain; what they would con-'. t> tribute, and then call for applications t for the office. '"., ••;.; Cr Buchanan thought.the matter, 3 should bo fully ventilated. In someplaces they wouldprobably not requirean engineer,'and; he thought the same ; i. plan as carried out in the Ma'stercon ■ Highway Board, ( that of charging the' v -Ward or locality- in which the engineer n was engaged for his services -for the r ' time| being)j! should' be inaugurated, .. The Chairman stated ho moved the resolution so that they could consider the whole matter at next, meeting, : If they could not have-an' engineer they could let the matter drop, .v ! Cr • Russell seconded the motion.— Carried. . '.-•-- Cr Phillips moved.as —That the' advertisement bo deferred till the replies were received from the Highway Boards' interested.' : Cr Bunny seconded." He strongly .ob : jected to the'Uoun'cirdisc'ussihg matters which were not placed 'upon tho order paper. Councillors had no time to form, opinions, and should not be called upon' to agree to thingsabout which they were unprepared, Ho'did not see why they should; be in-such a hurry over the matter, : Crßuchananpointedouttbattheplans for obtainingthe money under theßoads Construction Act were to be arranged, and they must have everything ready before the 30th Jimi ' The advertisement would commit them to nothing, . Or Braithwaite—Has Mr King sent in his resignation 1 ' The Chairman—No, But there is no doubt Mr King would remain in Masterton, and the matter could be amicably arranged. There would be no loss by calling for applications, but there would be loss if delay took place.. Cr Bunny—Kb-doubt Mr King will prepare the plans. He is still engineer' and is bound to give some notice. Cr H, 'Rvßimny pointed out that all . Mr King's work had been in what was now County East, and that if he' attended to his work there it was impossible for him to also attend to County West in time for their pur-, pose. Cr Bunny—Ah well, let it go then. Cr Phillips-Mr Chairman—- '; Cr Russell—You liave'spoken twice. (AJaugh.) Cr Phillips—" 'then I'll speak to the point.of order .raised by Cr Russell. I . have only spoken once!" It seemed to • ) him that an amicable arrangement had been already made by which Mr -King was to take the north and Mr Bremner the south work, '[Cries of'No from, all parte of the table,] Well where did the amicable arrangement cdme in ? The amendment was put, and, lost and the resolution put and carried. Cr Phillips (after tho motion was carried—l decline to sanction the motion being put. J object to the motion being put-at all, as-no notice has been given of it I (Laughter.). :■' The chairman (apparently not hearing Cr Phillips' objection) stated there were one or two other matters which would require their consideration; but which were not urgent and need not be taken that day. There were certain by-laws with regard.-. to slaughterhouses, &c, and also, dog registration to.bearranged; ; '; ; ■' ' ' L '' : ' '' ; Cr Bunny (in great dudgeon)—lf you are going to discuss these matters I stall, .put- onmy, hatand walk.out,. We shall not be doing bur duty to those who sent us here if we discuss 'matters of which we have no notice. There is no reason why these matters, as Svell as tlie'engineer question, could' not have been placed -on the order ■paper. ■■■■. , : -. • ■-• ■• The chairman—There is not the smallest need forthe slightest heat,. : Iwas merely mentioning matters which it is necessary the Council should at some time attend to; .;. : ■ Cr Phillips gave notice of his intention to move—That Greytown being more central than Carterton,.the place of meeting be changed to that town and a committee appointed to make the' necessary:arrangements. , , ' ~.:_■ Cr Phillips was proceeding to speak to his motion then, but was called to order. Cr Buchanan gave notice of his intention to move that the toll-gates in the; County be abolished. ',' : The Chairman said that in view of the large amount of really urgent business the County would have-in hand for a time, these two resolutions might safely bo postponed, and he would suggest that course to the movers. Cr Bunny—Yes j and comev.on at, next meeting.' Tht Chairman stated .there was nothing further requiring urgent attention, Cr Bunny—Oh 1 Then we've done! 1 ' The Council then adjourned.
