The Wairarapa Daily. WEDNESDAY, FEBRUARY 28, 1883. LICENSING COMMITTEES.
The utter indifference displayed this year in this and other districts in electing Licensing Committees indicates that Sir William Fox's Local Option Act is a dead failure, Local option is a fiae thing in theory, but when the people won't have it, and absolutely refuse to exercise it when it is thrust upon them it cannot be made a success. The Act of 1881 gave total abstainers a formidable'weapon if they chose to use it. Abundant proof has been subsequently afforded that they will not give battle with the publican, and that the new Licensing, arrangements, are (sliereforG a blunder. la Dunedin some of the mpst enthusiastic abstainers have had a contest over ; Licensing Committees, but one swallow does not make a summer, and a partial success in one town is a poor commentary on an Act which was I fitpposed to revolutionize t,he drink traffic of the colony. Last session the measure was further emasculated by; placing the eleotions of Committees: under the control of counties and municipalities, The object of this was to economise the iiost pf elections. Counties and municipalities only takp a pounds shilling and pence view of the Licensing question, The plunder ol the Licenses goes to them, and they 1 subordinate every other consideration to getting every sixpence of revenue obtainable. The Act of 1881 was a mistake, but the amendments of last session simply took away any chance that was left of working it Last year we were able to get Licensing committees elected, this year, thanks to the deteriorating amendments of last session they are lapsing in all directions, When the Act of 1881 was under consideration we pointed out that the old plan of largo licensing .district, and capable and responsible commissioners was far preferable to small districts and elected committees. Three years ago nineteen out of twenty Licensing Commissioners were more or lees familiar with the Act they administered. Now, we venture to say. in county districts nineteen out of twenty are not acquainted with the measure which they have to carry out, We doubt whether nine out of ten committee men who have served during the past year have even read the Act through. They meet for a few minutes three or four times a year, and do just what the Clerk of the Court advises them. .

Laimbeer of Featherston brought with him from Sydney some superior young fowls, which had taken first prizes at shows in New South Wales. The certificate he has with them states that two of them—a rooster and a pullet -are bred from the great white leg fowls, whioh won prizes as the beat fowls in New South Wales, The others are pheasant game roosters and pullets, and three pure Spanish pulletß, all from Curran's. poultry yard, N.S.W. The pheasants are very beautiful birds. ,
Some time ago we mentioned that it was the inteDtion at the Government to do away with return tickets on the railways, but bo to reduce single fares that tho double journey would be performed at no greater cost than at present, ■ The new table of fares has now been gazetted, and will come <nto force on the 20th proximo. As an illustration of the way it will work, we may explain that whereas a 20 mile journey formerly cost 5s Ist oJaes and 3s 4d 2nd class one way, or 7a 6d Ist and Ss 2nd for the double journey ; it will now cost only 3s 9d Ist class and 2s Gd 2nd for the single journey, while the double journey will cost 7s 6d and 5s respectively as before, Saturday and Sunday tickets will be issued at reduced rates available till Monday night.—Post. "We are happy to report that the Committeo of the Masterton Horticultural and Industrial Sooiety have secured an excellent Autumn show to-day. From an early hour this morning the President and members of the Committee have been busily engaged in staging the numerous exhibits in the commodious Theatre Royal. On this occasion the show is held for the first time in a room where there is ample space for exhibiting fruits, flowers, and vegetables, and at the same time convenient accommodation for the public. The display of fruits at this show is decidedly superior to anything we have seen before in this district. There are too some splendid vegetable exhibits, and full entries of pot plants and flowers. We reserve our full report of the show for our next issue, We can in the interim recommend all our readers tu visit it as it is in our opinion the best all round Horticultural exhibition which has as yet been seen in the Waiwapa,

The meeting adjourned about 7 o'clock. The improvements effected ot late years in ladies' corsets have been very great, aad strikingly beneficial to health. Foremost among theße for their peculiar excellencies are Rosenthal's sanitaire and Dr Warner's coraline corsets. The former is constructed to obviate the debilitating effects of the ordinary corsets by relieving the delicate and and vital organs from damaging meohanical pressure, while still affording a healthful and comfortable support to the wearer. The support to the figure is nr'operly distributed, and the distressing effects of lighyacing neutralised, Dr. Warner's coraline corset is boned with a new substance, whioh is vastly superior to horn or whalebone, It oannot break but will in every instance outlast the corset, being more pliable that whalebone it adapts itself more readily to the movements of the body. Both these admirably corsets can be had in all sizes and colors at James Smith's Tb a.Ro Hodsk.-j Advi.]
