MASTERTON BOROUGHT COUNCIL.
The usual meeting was hnld last evening. Present—His .Worship- the Mayor,- .and: Crs Caselberg;' Chafabeilaiiij per,' Heron, McOardle, Perry and Price. The minutes of previous meeting were read and confirmed, and correspondence :read. '• ■j . K . ''; ' IIOENSR FOlt UPPER KOOJI OF INSTITUTE,. A letter was read, from the Borough Surveyor recommending that a license bo issued to the Library Committee for the upper, room of the Institute, though it was not yet all that lie,should like to see, ' The egress.was.,sufficientanil the building strongienough. -'lls weak'poirit- was .want afventilation, " • .'•> '■ ■ Opinions were expressed,by his Worship and Cr McOardle that as fill ,the .windows opened at the top, the room oould ho well ventilated by their means. , The* Olerk asked whether aui.unconditional license' was to be granted. The application was for a; license for public meetings,-&c, ■- : Or Gapper would object to; a license being granted, if the upper room was to be opened for dancing,, &c., before, the reading room' was olosed. He had, no .objection to dancing, but, the readers or ratepayers should be', protected! The dancers.would be a nuisanee to thosebelow them, Or Caselberg took the same view as Cr Gapper; rnd. said that fa Committee had been appointed to enddavor' to allow, the room to be let without annoying the readers.-. He had moved as a'member Of the Institute Cnmmiftee that the upper room be not ußed till after lO.o'clock, but the motion had not been accepted, It was movod by Cr Heron seconded by Gr McOardle, that the Institute be licensed for 12 months for.the usual fee,' Ct Caselberg moved as an ampndmont that the license be granted without fee, as it would simply be the Council paying itself,

With reference to G'ruschow's application it jits resolved that the -work be . done in Nursery Eoad provided the property owners pay one half the cost. The soiled-, tile of lands from the Survey Department was considered, and it was resolved that no.action be taken, as none of the lands enumerated offer facilities for serviceable roads in the borough. : Cr Gapper pointed out that the Works Committee had departed from the terms laid down in . the - by-law, re footpaths, with regard to the'application for kerbine: jn Ohapel-st where they had agreed to 6harj»o only half, but the Committee had looked upon this as n special case which the by-law provided for.
