WAIRARAPA EAST COUNTY COUNCIL.

The adjourned annual meeting of the county was hold on Saturday last at tho county offices, Maaterton. Present;— MrG. Beetham (chairman), and Crs J. V. Smith, J. Barton and H.R.Bunny, ' The. minutes of the previous meeting were read and confirmed. ' i Ui:' ;. Mr H R. Bunny then moved—" That Mr. Beetham be re-elected chairman for the ensuing twelve months," They had every reason to be satisfied with Mr Beetham in tho' past, and he thought they would not be acting unwisely in re-elect-ing him. . Cr Smith seconded.—Carried. Mr Beetham in thanking the councillors for the honor they had done him expresied his opinion that the future year would be productive of more work, and a consequently enlargod sphere ef usefulness for the council, Cr Smith: What about amalgamation 1 The correspondence was then read and considered:— A letter was read-from the Castlepoint Highway Board enclosing voucher and request for payment of .£'so for Burgess and Sons on account of County workPayment authorised, An application from the Castlepoint Highway Board asking the council to devote £SO out of loan towards a road leading 1 to .the properties of Messrs LangdOn and. Crosß,—Bequest granted. From Castlepoint Highway Board enclosing resolution in favor of amalgamation and appointment of committee to secure same. From W, Sellar, for exocutor in the estate of the late John Smith, ferryman at Whareama, requesting payment of £1 17s for repairs to boat,-Payment ordered to bo made. . From the Castlepoint Highway Board, enclosing vouchers to the amount uf £153 7s fid, being payments for work in opening up roada through Crown Lands,-Left to FinanceOommittee.

From the Featherston Highway Board, asking for cheque on account of werk done on H&wea to the Coast road;: Cr Barton said some enquiry ought to bo made iuto this matter, as the money had absolutely been thrown away and a positive lost inflicted oh the district, The County Engiueir'a advioi had been entirely ignored, and the road partially washed away, v Mr King, County Engineer, in answer to the chairman, stated that: about the worst possible line had been selected for the road, and one entirely different from that he lud proposed. Cr Barton : The first flood washed a portiou of the road away and rendered the rest useless, Mr King, in answer to the chairman, stated he did not receive instructions re' the work from County East, but was acting for thi Board, at whose disposal his services had been placed by County Wist Counoil. ' Tho chairman said tho mattir was l'lther.an awkward one for the County to deal with, as the work was done out of loin and not out of tho Council'i subsidy. Cr Smith supposed the County could not avoid | ajing for the work under the circumstances, but thoy should exercise great caru in their future dealiugs with the Board in similar matters. Cr Barton said that tho settlors for whom tho road was made were worse off this year than last. Cr Bmiuy moved—" That the settlement of the account bo deferred to the next meeting, ud, in tho memiimi, the clerk to write and ask the Feathsritou Board by whose authority the plans of the County. Hawkins and others to County West Council was then read, The Chairman reported that it had already been complied with as far as possible. The clerk was instructed to reply to that effect, THE ROADS CONSTRUCTION ACI. ThoCastlepoint Highway Board wrote enclosing a list of works they wished to be executed under the Roads Construction Act, and asking the County to include them iu its schedule, The Clerk stated that the engineer bad already moro work than he could do'iu connection with applications under the Aot. It wai resolved—That the Castlepomt Highway Board be informed that it wai impnsiible for the Engineer to undertake the work Castlepoint to Waimata before January, but it would be attended to in time for the next application. The other work was in.the schedule,

ADVERTISING, A letter wai rend from Messrs Smith and Hogg, repeating their request for a ibare of th* County East advertising. The Chairman: What are we to do with this! . Cr Smith said he thought seme good reaion should be given for increasing their advertising expenses before granting such a request. If a third paper started in Masterton tiny would no doubt have ft similar application from its proprietori, If one paper was sufficient for their purpose would they be justified in expending money to advertise in two ? Cr Bunny agreed with Cr Smith, and I would also point out that they could not make any fresh arrangements till the amalgamation or alteration of boundaries wan lettled. The Chairman while agreeing with these views, thought that where ordinary notices required publishing one paper only should bo used, but when they lud tenders to be advertised for, it might, perhaps, not bemoney wastod t» publish in two papers, fie believed Smith and Hogg's pacer circulated among the work' ing classes^ In was resolved on the motion of Cr Smith That 'lii view of impending changes tho council could net grant the requeßt, but that in the event of- there being tenders to be called the application be again considered." LICENSING KKTORNING OKFIOER, Mr J. J, F reeth wroto re the appointment of the aboie, pointing out the duty of appointing lay with the oounoil.—Hold over till next sitting. HOKCNUIORAKQI TOI.L. A resolution of the Masterton Highway Board recommending the abolishing of thi above toll if not absolutely required was next considered, The ohairman would like te see the toll abolished but doubted if at present they would be justified in doing so. Cr Bunny said the bridge required'something doing to it now, The olerk stated that Mr Sextan.had informed him that a mart had lit a fire under the bridge and done some slight damage. If the fire had not been observed the bridge would have been burned down. He suggested'some placards , should be printed cautioning .persons against lighting fires near the bridge, Mr Smith: Mr Sextan should have ■laid an information againit the man. Cr Bunny: The placards would, probably prevent the recurrence,of a.'similar pioce of carelessness.

After further disouision It was resolved

Hercock, .offering. to:,lease-the. above reserve, The Crown 'Lands' Cuihinii* iioner recommended tl\e Council to apply to have the title of the Reserve vested in the County, and to grant Mr'Hercook's request. The Chairnian reported that the necessary steps has been taken to carry out the recommendation. TREASURER'S • RiPOHT. I htvs the honor to submit to you a statemont I showing the assets and liabilities of the' Bast County Council up to Nov. 6th. It will be seen that therein only a balance credit at the bank of £439 Is 9d, and accounts are to-day presented amounting to £547 9b lid. There will also on the Ist of January next be due a sum of £173 7s interest on debentures oh the Castlepoint Board, and the ium -of £55 on account of ferries. The license fees received amount to £175, but from this sum £3113s lOd has to be deducted for expenses incurred. Dog registration.—The expenses incurred amountto £56 20, and .t'ie receipts to' £27 lis 6d, leaving a deficiency of £2Blos 6d. There aro'42 dozen doR collars on hand, and about 2000 collar badges, the value of which might be £13," lhavoJro., B.
