Some dissatisfaction is expressed with the constant flitting of Cabinet Minis--.ters from point to point about the Colony, and it is rumored that very much of their business is done as it were " onthe wing." It is of. course an advantage.that Ministers should travel —that they should see and be seen, but it is a question whether constant locomotion does not carry with it disadvantages which are a setoff for the Benefit of having well travelled men in the Cabinet.- While Ministers ;are flying hither and thither the country! is virtually' governed, by telegrams. The heads of Departments reside at. I Wellington and collect their instruc- j tions. from their political chiefs through tho wires. It,is, evident that such a system is a bad one for the despatch of business, and that there should always be .a quorum'of Ministers: in town to admintster without thoaidof telegraphy the affairs of the country. Of course all the Ministersrequiroacertain amount of recreation and they should not be restricted jrom taking liberal holidays. ilteereation, however is one thing, and political perambulation is another. The forniens very desirable; but the latter is open to objections. "While .the cat's are away" the mice play," and no doubt the'thousand and one public servants at Wellington).now are 1 taking things very "easily while their masters are doing the grand' tour. ' : Cabinet Ministers are not,, paid £ljSOo'per annum to travel at the' expense of the country, but rather r to be ; at headquarters looking after the business of their departments.
