Yesterday 132 votes were recordedin favor of a Borough loan foe Masterton, and 89 against it. This, at first sight, might- seem to bo a satisfactory result as a marked majority of those who voted were favorable to the proposals of the Borough Council, hut as the irequisite number of votes t»; give legal effect to the loan were not Becuved the project falls to the ground.
