If a third one were started at Carterton tho whole ,'of the disirict would be provided for.: Cr Matthews.asked Cr McGregor if he would vote a grunt of ten pounds on every application which came beforo them. the late Committee meeting and expressed his opinion that the amalgamation of the Counties was beyond them; Except &i ratepayers (hey bad no voice tjfrsay it should or should not take swi. He argued that the Waingawa was the only sensible one, that was out of the question., It had been suggested that the North Count; should take in the whole of the Masterton Highway District, but this was impracticable as this Distriot extended to Awhea, at the extremity of the Southern division. It •was a matter of regret that the Featheraton Highway District was'so large, and it might be worth while to consider whether a second Highway Distriot should not be formed within its boundaries. He was satisfied. that what might be termed natural boundaries would eventually nssert their claims, and be adopted. Or McGregor snid they could not settle the question in the half hour as the Chairman had absorbed twonty five minute# out of the thirty. Or Donald moved, to place the matter before the meeting that the two counties be amalgamated. He had changed his opinion on the subject since two: year*, ago, but then the new Act placed them in a different position. They were now not liable as they were then to be rated for the maintenance of the Forty Milo Bush road, not need they apprehend, as they formerly did. that tbe Government would oharge works in that district against their subsidies ; The Chairman said it was no use their discussing amalgamation. The only course was to got up a petition among the ratepayers. Cr Donald Batd it was strange that the Chairman should be so anxious to burk the discussion, He was sorry to go against his (tho Chairman's) views. The Chairman : What I am saying is .tantamount to declaring that two and two make four and not five; . CrDotmld objected to the interruption of the chair: He thought it was the duty of Councillors to speak out, Bid' the Chairman consider that he constituted the oounciH He referred to the financial position of tho two Counties, The Eastern one had incurred a debt of £SOOO, and he thought it would be found that the Western one had a debt of £2CO, but in 1 the latter there was more to show for the J money. He did not helieve in meeting as a County Council with nothing to do, and that would be the case if a Southern I County were constituted. They would j have nothing tn do but look after the main.road. It would bs better to knock tho two Counties into one and give thetn h wider range oi usefulness, If a tee Willie like the Waihenga was carried away wni i) n t the Eastern County almost as much iutorested|in it as the Western one 1 tn such works there was a community of interest. ' He believed that three-fifths of tho ratepayers of the Wairarapa would support amalgamation. Cr McGregor said he would second the resolution. The Chairman said hB had no desire to tmrk a discussion, and would be willing to sit all the afternoon to finish it,' An adjournment for lunch then took place. When the Council resumed, the Chairman said he could not accept Cr Donalds resolution as it stood, and sug gesied that he should alter it to " That this Council recommend ratepayers of the West county to petition for amalgamaI tion." He had not the slightest wish to burk a discussion, but having studied carefully the Acts he bad come to a defi nite conclusion upon them. Cr McGregor approved of the altered form of the resolution suggested by the Chairman, Cr Donald believed the resolution would be carried m either shape. The Chairman said that in the shape he put it, the mover had a chance of giving practical effect to liiß views, Cr Donald would accept the alteration if it was the wish of the Council that h ■ should do so. * Or Motyegor said their constituents were entitled to their opinion on the question, and he was in favor of its being discussed. He believed that Cminlj East would follow the led of County West, with respeot to amalgamation, and hebelieved also that it was both tiosnb'e and popular as from all quarters unanimous testimony in its favor tvas forth coming. Though amalgamation could only bo effected under the new Act which came into operation on the Ist of January, tho ratepayers could in tho interim prepare a petition, and he had no doubt that the signatures of three-fifths of them could be obtained to it. It.was well known that the Highway Boards had taken consider* able trouble to adjust their boundaries and it would be a pity for this work to be thrown away by a new division of county houndaries. He did not think that there was any apprehension of rates raised in one part of the district being spent in another portion of it. On the contary he considered it would he as easy tn apportion receipt! and expenditure among the different ridings of a county as it was to distribute tbem between the various wards of a Highway Board. It was generally admitted that the Eastern and Western divisions of the Wairarapa had been a mistake, and he believed that if the ratepayers took up heartily the question of union very shortly after the first of January, amalgamation would be effected, It appeared to him very desirable to reduce the number of lecal bodies in the County, and they had now an excellent opportunity of doing so, If they had no Hallway Boards their position would be different, but having practically settled that these Boards should be their adminiatra.tivebodiestherflWßß.no work left whiob one large influential County could not undertake. The only argument against his proposal was that it was impracticable or impossible, but this he could not admit, If the representation of the North took a more selfish view of the question they would be satisfied with a Northern County because all the work would fall on that division, but taking a broader view they coul.d come to no other conclusion than union. The chairman said that Messrs Beotbam and Buchanan were of his opinion (The chairman! I said tbey were with respeot to the best line of division) Kxpressions of opinion from North, South, East, and West had come in to support amalgamation, and if they ref used to give effeot to them, they failed to carry out the wishes of their constituents, The Chairman explained that Messrs Beetham and Buchanan voted for amal gamation believing that the local bodies could carry it through. He did not, how- | ever, believe that, now they were in favor of waiting for the decision of the ratepayers, They were too strongly interested in the works schedule, and wanted to get j a first pull at the £200,000 voted for the current year, This explained their ap parent haste. He was quite prepared to support amalgamation after getting the money for their road*. Cr McGregor: Do you'wish us to understand that we shall lose our chance under the Roads Construction Act, by the delay? It will not effect our claims in the slightest degree. The Chairman : To some extent it will not, but to a serious extent it will. The transfer of a portion of the Masterton Highway Board to the Featherston or Carterton District will throw the roads within it out of Court. Cr Jnckeon believed in the work of both counties being done by one body. As long ago at 1867 he petitioned the Provincial ■ Council to proclaim the Wairarapa a shire.

Cr Matthews: What is the regular rate; The. Clerk. There is no regular rate! There is'nut a man on the pay sheet today at six shillings. Cr Macquarrie thought that if they could get n.en : atG.j per day there was no reason why they should pay seven, Cr, Braithwaile said it was better to leare the sums paid to the discretion of their EngineerCr Donald that if the County fixed a rate of wa»ea tho Highway Board "would be guided by its! scale. The Chairman said the Government rate was practically fixed by the number of men seeking employment. The late rise had heeii hastened by the agitation in Parliament, but it would have'come about from natural causes without it, It was a mistake to regulate questions which regulated themselves. Now that vory few men were seeking employment it was impossible to prevent a rise. : Or Matthewa said the; Featherstou Highway Board had a hard and fast rqle with respect to wages, and lie thought that a Bimilar rale obtained in the County! i He would withdraw bis motion, ' last session's legislation.
