TnE result of the recent enquiry into the management of this institution shows that it has not been conducted with efficiency. It is, all nonsense holding exhaustive enquiries to try and sheet home neglect and incompetence to some minor official, who from the amount of attention he or she may receive, becomes a hero or a heroine. The burning question is not whether the medical officer has a bad ,■ temper, whether a cook is slovenly; ors'a ;'nurso, negligent,;but whether the Government is justified in spending £4OOO or £SOOO per annum of public money, on such an institution without' making provision for proper management and control. The Government may say they left the; management to the Wellington City Council, but we think repeated enquiries have shown' that the latter body is not fit to cany out such a responsibility., It is no slur on municipal representatives to say that they very frequently have neither leisure nor capacity for hospital supervision and management, ".[ 'They have quite enough on their hands to. look after the interest of the various Wards they represent, and when additional duties arc thrown on them for which they are" altogetherunfittedjtheyignore them till somo public scandal rouses them to a sense of their \ negligence, and they, to put themselves right with' public opinion, hold a. gigantic enquiry, which leads to little or nothing. We regard the 'Government as the principal culprit, as it finds the money for the entire maintenance of the Wellington Hospital, and is responsible, therefore, that \ it should be expended to the best advantage, The City Council are' to blame in the second instauce, for accepting responsibilities which they cannot carry out, Were the City Council to nominate some half-dozen intelligent citizens of Wellington, whoso hands are riot full of other public business, :to control the Hospital, we should hear notmore of the silly and scandalous enquiries which have of late been going the rounds of the' Press, ■"'■•'
