We expect opposition to it from many ratepayers, because in some instances their minds have been unfairly prejudiced. They have been told that borrowing necessarily involves an increase of rates, and no doubt they have credited the statement. It will take -time and trouble to disabuse them of this idea, but we are confident that they will eventually come to the conclusion that this important phase of the question has been misrepresented. We have no desire to mislead or even bias a single elector on this point, The position is this: If a moderate amount, such, as £5,000, is borrowed, until it is all spent—say three years hence—there will not be the. slightest reason for increasing the amount of ..r.at.es : „now paid; in fact they could be reduced without" embarrassing the borough finances, At the expiration, say of three years, jt would be for the rate-, payers to determine •■ whether.-: any increase was desirable. The credit of the borough' would not, have been pledged to such an extent as to render an increase imperative, and if any additional rate were voted it would undoubtedly be .granted' for the -purpose of securing some special .advantage, It will be noticed that several Councillors who have 1 hitherto, been opposed to borrowing; are now in favor of a loan/, and it\may be fairly assumed that; .whan, thVhard facts which have converted, these equally hard-headed Councillors to a conviction ef- its necessity are brought to bear on the minds of the ratepayers who are now in opposition, they will produce on them a similar result.
