The Bill would riot be so objectionable if the leaseholders had the privilege of becoming freeholders at somo fixed time from the.date of the executionof the lease. The provision that onetwentieth of the land taken up on lease should be cultivated during the first year could not be'applied to bush lands. He did not think anyone would agree- with the remarks.of the hon. member for Auckland East with regard to the; immensely inoreased value thiV-would be given, to freehold land if. the passing system was .carried He in . the ',ojsjftioh t'Hat'Xand Boards were not giving ■satisfaction, ! and if they-' were-imade elective much more suitable men would be found. IHe would'not oppose the second reading of the Bill, but would 1 oppose the leasing clauses/in Committee.!
