MASTERTON BOROUGH COUNCIL.

The usual meeting of the Council was held last evening. Present: His Worship the Mayor, and Ore Price, flapper, Caselberg, Heron, Feint, Chamberlain, Perry, and Vile,

The minutes,of, the,previous speoial and'ordinary meetings .were read and confirmed, and the correspondence read. The most important item of the latter was a statement from the Treasury to the effect that one shilling had been paid to the Borough fund acoount for "fees, fines, &c, in the R,M. Court for breaches.of by-laws," rau-sT„ SOUTH. A letter was read from Mr D. Crewe, who_ requested the Counoil to metal that' portion of the above street leading to his residence, and stating that he had already expended £2O upon the work and had put in a plank bridge. • Cr Caselberg moved and Cr Perry seconded, That the application be referred to the Works Committee. Cr Heron objected, as he held that the Council could not be recommended to construct a road which only led.to the applicant's house. : The motion was put and earned.' BUILDING REGULATIONS, Mr-E, Harewrote applying for leave to erect a wooden building within ten feet of Mr W. Rapp's dwelling. The writer said he made this request as he understood under the new by laws the Cpuncil had discretionary power to The Mayor pointed out that the applicant had not complied with the by-law j and also that the latter did not come into operation till the 14th inst., and in, the meantime the Council had no power to grant his request. Or Perry moved, Or Heror. seconded— ThaUhe request be not acceded to, and Hh'at the Town Clerk explain the reason. -Carried. OVEKSEEE AND WORKS COMMITTEE REPORTS. The Overseer reported that Mr Grischow had completed his contract in Nursery road, and that Tinsley and York would probably finish their contract in a day or two if the weather kept fine, Bentley Bros, had stopped metalling in Peiry-street for the want of drays, and thoy had done nothing to their contracts in Short-street and Railway road. He called the attention of the Council to a culvert in Short-street, which required some metal on it, and to the approach.m Bannister-street, which was burnt in the recent fire, Queen-street, from the Pmbjyterian Church 1 to the Itoyal Hotel, required metalling, and also from the Poßt Office to Mr Pickering's, and about ten chains of Renall-street required metalling. The footpath on the east sido of Colestreet had not been made good where it was disturbed by the contractors for Mr Beard's fence. -The Committee recommended that Bentley Bros, be given notice to remove roots and stumps in Railway Road within seven days or labor would be employed to do the work, .and the cost deduoted from their contract money, That the overseer, be instructed to get some metal put over No, 1 contract in Short-st, and that he renew the approach atthe corner of Bannister street That the Council be recommended to have Queen street metalled in the places indicated by the overseer, also that the repairs in Renall street be attended to. That the Counoil be recommended to take steps to obtain a right of way over Mr Benall's land to the Council's land purchased from Mr Adams. .

Cr Gapper, in moving that the reports be adopted, as read, explained that the reason it had been. proposed to give Bentley Bros, notice was because they had allowed the fine weather to go by. without working at their first contract, having devoted their time to a second one. The reason of the recommendation to purchase a right of way through' Mr RenalPs land to the Borough land near the river was that this would give access to three acres of gravel, which would be of great value to tho Borough. Cr Price seconded, and the reports were adopted as read. engineer's report The Engineer handed in a report as to amount of gravel taken out of Mr Renall'spit. The Clerk stated that the amount due to Mr Renall according to this estimato was W 8s 9d. After some discussion in whioh considerable dissatisfaction was expressed at the looseness of the agreement with Mrßenall, Cr Gapper moved, and Or Vile seconded that the amount be paid, and that a better arrangement be made for the future.—Carried, INSPECTOR OP NUISANCES REPORT. The Inspector of Nuisance's reported that the creek at Kuripuni required clearing out, and that the sides of the drain in South-st, were being trodden in by cattle and horses, end also required clearing. Referred to the Works Committee with power to act. POUNDKEEFER'S STATEMENT. Cr Gapper pointed out that the pound fees only amounted to £ll6s for six weeks, and yet, as the Inspector of Nuisances Bhowed, cattle were roaming about and destroying the Borough works. Or Heron moved, Cr Gapper seconded— That notice he given to the impounder to terminate the agreement, the resolution.Cr Gapper said he spoke with the greatest respect for Mr Freeth, and took the action he did, solely from a feeling of duty, 'Cr Perry wished to know if the impounder had ever been officially informed that the Council were dissatisfied with the manner in which he performed his duties. The Clerk replied that he had not, Cr Vile moved that .the impounder be informed that unless he kept the streets more dear of straying animals the Council would have to terminate his eneawment. - K Or Heron withdrew his resolution, and Cr Gapper seconded Cr Vile's amendment which was put and carried, THE BOROUGH SEAI, The. Mayor, pointed out that other boroughs charged a fee for the use of their seal, and he thought this one should do the same. He moved a resolution to this effect, the fee to be five shillings. Or Gapper seconded pro forma, Or Vile asked how many 6s the Council would have received during the past

The Olerk: Several. Or Oaselberg moved as an amendment that the fee be 10s. 6s was too common an amount to be charged for the Masterton Borough seal. Or Heron thought perhaps 5a was as much as it was worth, There was no seconder for the amendment and the motion was pnt and carried. BBNAIMIBEET. Or Chamberlain thought that instead of patching up the present roadway, as it was proposed to do, it would be better to wait till the fence was shifted along the land given by Mr Ronall, the drown of the road formed in'the,proper place, and a good job made of the work. Or Vile pointed out that it was at.present premature, to talk of the work, as the land was not yet vested, in the .Council. Caselberg, Perry, and the mover, with power to accept.. .'. .- ';' Or Vile said the Works Committee should always time the acceptance of tenders bo that they could be considered the ordinary meeting cf the Opunoil. \ BENALL-BTBBBT. , -Crs Chamberlain and Perry were .appointed a committee to wait upon eaoh of Mr Renall's tenants in the above street, and ascertain the exact terms on which they would allow their fences to be moved back. I LEAVE 01? AB9ENOB. . The Mayor said he had to apologise for tho absence of Cr McCardle, who had been called away on urgent business. Or Feist moved, Cr Perry seconded, that leave of absence be granted to Cr . McCardle. • Or Gapper opposed on the ground that Cr McCardle always allowed his private business to interfere with his publio duties, and if he could not attend to the latter he Bhould resign; , The Mayor stated he did not remember <-., that Cr McCardle had beon compelled to :. ask for leave of absence before. • /.-,. The motion that leave of absence : be ". granted was then put and carried. < BANNISTER-BTKEKT. < ■ OrVile moved, "That this Council - grant the sum of £SO m » subsidy towards widening Bannister-street." He thought there was a good opportunity nowfor effeoting the work, and be hoped the Council would take it up. The' Town Clerk could be instructed to ascertain to what extent persons interested would contribute towards the.cost, Cr Caselberg seconded. Cr Gapper moved as an amendment that the Council do not vote £SO, but a pro rata sum to that voted for Mr Perry's land opposite, This was added to the resolution in place of £SO and it was carried unanimously. The Counoil then adjourned.
