" Gemmien,—ln obetlionco to a request by your secretary, MrWalpolc, I respectfully beg to inform you tlwt I have ca'.-efnlly examined the exhibits of clothing in the bays of tho New Zealand Clothing Factory and tho Kaiapoi Manufacturing Company respectively, and subjoin for your intonation vny opinion upon their merits. The clothing exhibited by tho New Zealand Clothing Factory is certainly deserving of praise, as being the work of womon and girls trained 4o this branch of industry in the colony. It is very tolerably made, and seems to me to bo very gooclvaluo for the prices quoted. The quality of the material is, I believe, a question", upon which I am not called to produce an opinion. I may, however, mention that tho various garments which wero submitted to my inspection wo r e all got up in a manner that reflects great credit on tho management. In my examination of the slothing of the Kaiapoi Manufacturing Company, I at onc9 saw that thi; chief portion of it-namely, the coats were ail the work of expert tailors -assisted of course, in the unimportant parts of tho garments, such as the inner linings, by trained females (tailoresses), This, therefere compels me to say that if tiio garments cxhibittd in both these bays bejudg- d solely on their merits, the Kaiapoi Manufacturing Company's is unquestionably tho best, since it is* evident that women's work, in this branch of industry, can bee- no comparison with men's, Justice and truth compel me also to say that, from the prices quoted to me, the'Kaiapoi people's goods are the better value of tho two. This may arise from the fact of their manufacturing thflir own tweeds, and so having them at primo cost. Their other garments, such as trousers and vests, were also made somewhat better than those in tho opposite bay; but thos9 being entirely tho wor'i of women and f'irls, the (tiifcrence was not so apparent in them as in the coats. On tho whole, then, I am of opinion that the clothing exhibited by tho Kaiapoi Manufacturing Company is better made, and is better value, than that exhibited by the Now Zealand Clotbiug Factory.
