Major Atkinson; wishesito know, whether it is the wish of the Sovereign, people that the chairman of County Councils should be elected by the ratepayers, In the last Parliament it Was urged against Ministers that they governed .by Royal Commissions; in the coming one, they will probably be reproached for governing by local bodies, If four-and-twenty of such bodies say that chairmen should be elected by ratepayers, and. . three-and-tweuty declare that they shouldn't, the question will bo decided in the affirmative, and both Parliamentand Ministry will be relieved from a grave responsibility, for which we presume they are supposed to bo scarcely fitted. The inferior bodies will give the superior ones a lead, and the latter will only have to draw their honorariums and look as if they had settled the matter on its merits. Major Atkinson reminds us somewhat of the professional artist who, out. of an inexhaustible bottle, gives his-audience all that they choso to call for, - Supposing that Major Atkinson finds public opinion is evenly divided as to whether chairmen should he'elected'by the bodies which they have to serve or by the ■ratepayers, we venture to prophecy that lie will offer them a sort of local option in the matter, Anything to oblige anybody, every care taken, but no responsibility is apparently his motto. We presume that it is idle to ask whether, any advantage is to accrue to anybody by/a change in existing arrangements. ' The question is not whether the thing be expedient, but whether.it be popular. We have \yatchcd for some years past the result of. the experiment in boroughs -of the election of presiding fijjprs by the ratepayers, and wc have failed to see the practical advantage of it.
