MASTERTON LIBRARY.

A meeting of tho Committee was held last evening. Present—Messrs Bish .(chairman), Sellar, Grundy, Boddmgton, Caseibei'!!, Payton, McGregor, Carr, and W. Beetham. The Book Committee reported a list of Colonial and English papers and periodicals, which they recommended to be proCured.—The report was adopted, Tho House Committoe reported that the name of tho Institute had been painted on the building in accordance with instructions, and that the alterations to

tho reading room were in progress. ' The Secretary reported that only one subscription has been received from the subscription lists circulated, namely—Mr Caselbeig, ;£8 3s, Mr D. McGregor, who then took the chair as Mr Bish had another engagement, expressed an opinion that if inem-' bers did not interest themselves in obtaining subscriptions the thing would fall through. Mr Caselberg moved that two members of tho Committee be appointed to canvas, Mr Payton objected, It was for the Finance Committeo to make the necessary arrangements for obtaining funds, and not to throw the onus off their shoulders on to the General Committee.

Mr Carr said he was not prepared to make himself responsible for raising funds, The position of the Finance Committee was one of advising as to the best mode of obtaining them,

Mr Grundy expressed his opinion that the Finance Committee should bo workers ns well as advisers.

The Chairman held that the finance committee in tabulating the income and expenditure and in its report to the com-, mittee had done its work, and that the rest was a matter of individual entorpriso; Mr Caselberg said that the question was who should " bell the eat." He moved that Messrs Payton and Hogg bo appointed to canvas for subscriptions, Mr Paytpn said he would not object to this proposal if Mr Caselberg would put it in plainer terms', viz., that the Book Committee do the work of the Finance Committee,

Mr Boddington held that the Finance Committee having evolved, a .scheme should give effect to it and if it was suffering from apathy, take a lead, The Chairman intimated that he had on former occasions made euergetic canvases, but lie was not prepared to do so again,

Mr Boddington said the old committee had been taunted with neglecting their duty, and he now looked to.new members to show an example. Mr Caselberg said that he was a new member, but ou the finance Committee he was thrust in between two old members, and was in a minority; he could do nothing if yoked with unwilling horses. Mr Carr could not see on what ground Mr Caselberg complained of his colleagues as there-had been no difference of opinion so far' between the .members of the finance committee.

Tho committee iti layiug bafora'members the annual statement of accounts made up to 31st March, JBB2 and duly audited and fouud correct, have a"nin pleasure in reporting that the progress of the Society during tho past ycai lias been very satisfactory. The Horse Parade and Ram Fair were well attended, and tho Annual Show which was held on 3rd November, 1881, iucludod 100 exhibits of ; horses, 100 of cattle, 177 of sheep, 7 of pigo, 19 of poultry, 37,0f dogsj 14 ,of implements, and 38 of produce, or a total of 492 entries. The entries for the previous years' Shows hold at,Carterton wero as follows 1878—176; 1870-320; 1880— GlO. Though therefore in mere point of numbers the last Show did not come up to that held in 1880, the committee have pleasure iu stating that in point of quality the last Show is generally admitted to have been far superior to auy previous one, showing a very marked improvement in almost all classes of stock and produce, and it is a circumstance on which tho district may be congratulated that visitors ■from a distance and competent judges wore unanimous in the opinion that especially iu the fat classes the Wairarapa was proved beyond a doubt not to.be behind any other district in New Zealand, The committee beg to acknowledge the liberality again evinced by the donors of private prizes and are fully aware of the importance of this as an element to the success of the Show, and it is a fact upon which theeommittee wish to lay particular stress that it is miinly owing to tho substantial prizes offered in this way that the numerous and healthy cempetition has taken place in all important classes of exhibits. The committee would call the attention of members to the faot that tho question of finance is and will boforoomo yoars to come,.remain the difficult point in the Society's affairs, requiring the most careful handling and being open to constant improvement. The comparatively heavy charge for interest, viz, 3s per annum must of course hamper tho committee's operations to some considerable extent, at all events until the receipts should be largely increased. Nevertheless the committee are glad to be able to state the Society commences the present year with a cash balance in the bank of £LO9 lis 2d, against which proportion of interest accrued though not paid amounts to £5610s 9d, still leaving a clear net balance of £53 Os sd, by far the most favorable position which the Society has yet occupied. Too much weight, however, cannot be laid upon the necessity to relax no effort in any direction of making all sources of income as large as possible so to maintain the present sound financial position, The question of consolidating the standing debt on mortgage and debentures so as to reduce the annual charge for interest has for some time past engaged the committee's attention, and it is hoped during the ensuing year some favorable arrangements will be made. The committee are of opinion that'the time has now arrivod when the unsightly structures in the Show grounds doing service as refreshment booths should be removed and some substantial buildings erected in their stead, which would »ivo more ample l'ccommodalion for tho purposes intended and bo of more permanent construction, Although this will entail a somewhat heavy immediate outlay it is expected that the increased prices obtainable by the sale of privileges would in a few years recoup the outlay, The committee also leport that the stock of printed certificates for merit how having been exhausted, it is proposed to obtain a fresh supply of more suitably embe'liihed lithographs of appropriate designs. The Committee will bo glad to answer auy questions which members may bu pleased to put, and now beg to state that the meeting will bo called upon to elect the following officers, viz.:-President, VicePresident, Treasurer, Auditor, and 6ve members of the Committee in the room of those retiring from office at this meeting uy ballot.
