THE following proposed New By-Laws will bo considered by the Mastcrton Borough Council, at a Special Meeting, on MONDAY, Ist May. ISS2 at 7.30 p.m. :- 1. That in future no Councillor shall be eligible for any appointment under the Borough until ho has ceased to be a member of the Council for at least six months. 2. All horses or cattle found at large and without proper guidance in the streets or public place, or on any land not securely fenced oil therefrom may lie impounded by any officer of the Borough Council; and the owner of such horso or cattlo shall pay to the poundkecper, in addition to any fees and charges heretofore pa) able, tho sum of ono shilling per head for each such impounding. 3. If iii the opinion of the Borough Council a full compliance with these regulations or any of them in respect to any proposed repairs, or additions to any existing building would needlessly affect with injury the course and operations of business, or be attended with great'loss and inconvenience to any person without a corresponding benefit to the com nninity, tließorou gh Council may, on special application, relax or modify the, same, provided that such other terms as llicy may impose be complied with by the applicant; and further provided that in case of any proposed departure from the existing regulations, notico of the same shall be advertised by the applicant for at least seven days before tbp application shajl he considered by the Council.
