BOROUGH RANGING., To Tip EDjIIOH, Slit,—Can you inform me if licenses are issued to certain individuals authorising th?m to rnn their horses and cattle over the Borough ? I ask this question became I noticed one person's horses driven off to the Pound while those of another individual were allowed to roam at largo all day and night.
