TO THE EniTOB. Sir,—l notice a letter in your paper of 1 ■flu) 14th inst. rn division of the Borough into Wards. Now, sir, I ns a ratepayer think it would be a very good thins? for Masterton, hut then each Ward would be entitled to a fair share of its rates being spent in it. " Victoria Square" thinks otherwise Now, suppose the Borough is divided into four Wards and No. 1 Ward wants a lot of workdono in it, say flagging Victoria-street, and it hag not enough moneyjto do it, what is to prevent them from using the money from No. 2 Ward and placing that amount to its credit, or from either of the other two Wards ?
