■ ■» To thb Editor. Sir,—Tour note to my letter in your paper of yesterday does not appear to touch the real question at issue. Granted that " The Dog Registration Act, 1880," is an "Ant to compel registration,"'the samo Act, clause 22, declares that " nothing in this Act contained shall derogate from the provisions of any Act for the time being? in force in relation to tho rabbit nuisance" The point seems to be this—A County Council (or other local authority)oannot use the permissive power granted to it by the Dog Registration Aot Amendment Act, 1881, to deviate in any way from the provisions of the Act of 1880 except by some regulation of its own, but no such regulation can have the force of latr if it contravenes the Rabbit Nuisance Aot. lam.ifc, J.
