MASTERTON BOROUGH COUNCIL.

Tub ordinal'/ meeting was held last evening. Present—His Worship the Mayor (Mr A. Bish), and Ors Price, Chamberlain, Perrry, Caselberg, and Heron. The minutes were rend and confirmed. CORRESPONDENT OUTWARDS. To the Institute Committee re joint conference; to the Minister of Public Works, asking that the hedge near the railway entrance be'removed; to same, re work to bo done to Waipoua protective works; to Mr Mutrie, regretting the Council could not remit the tax on his rabbit dogs; to Mrs Hicker, stating no more work could be done in Ghuroh-st. this year; to Mr S. Hounslow, declining to grant his request re contract money; to Mrs Compton, stating rates would be remitted.

INWARDS. From the Borough Returning Officer, stating that Messrs Corbett and Renall having retired as candidates for the Council, he had declared Mr E. Feist duly elected, having first taken legal advice in the matter; from A. W. Renall, re gravel pit. ROAD MAINTENANCE CONTRACT. Mr S. Hounslow again applied for payment of his contract monthly instead of quarterly. The application waß granted in the motion of Or Heron and a proper agreement was instructed to be drawn out and sigued.

MRS HENRY'S CAKE. Mrs Henry made an application for further aid from the Council, she oeing in dire need and unable to earn enough to keep herself and children in the common necessaries of life. His Worship thought the Council might extend the grant for another month, as the case was a very hard one. He moved that 10s per woek be given to Mrs Henry for four weeks longer. Cr Price seconded. Carried,

MR PHILLIPS APPLICATION. Mr Phillips, contractor for Trustee-Bt applied for £3O for extra work done in bis contract, The Mayor explained that this was a matter which had been dealt with by the Works Committee, and mentioned in their report submitted to last meeting. The Clerk rend the Committees' report on the matter. Cr Herou said the contractor could not show that he had done the amount of extra work he claimed for.

Cr Perry asked if the Works committee were quite satisfied there was no claim, Cr Heron: Yes, Cr Price moved that the Council could not entertain Mr Phillips' application, The Works Committee had been over the work, and were satisfied there was ue claim,

Cr Caselberg said the contractor had spoken to him and said through a defective plan he had been compelled to do a lot of extra work, If this was so, he had a claim, but if the Works Committee had «ode carefully into the matter he thought the Council could do nothing further in it. The applicant, if he had done what lie said, could obtain liia remedy in the law court. The motion was then 'put and carried, the application being thrown out. FOUND BEPORT. Mr H, Bentley reported the number of cattle impounded during the past month as follows;—Fuur cows, 10 largo cattle, and 9 horses, The total amount of foes being £3 9s, TRUSTEES GRANT TO INSTITUTE. The Clerk reported that the Trustees bad agreed to grant £SO a year as requested, to pay interest on the Institute debt. THE POUND DIFFICULTY. A resolution was read from the Town Trustees asking the Borough either to surrender the ground upon which the pound stands, or mako their title good. Cr Heron moved that the Council apply to the Trustees to give the Borough a 21 year's lease of the pound site at a pepper corn rental. Cr Price aecondod.—Carried. JOINT LIBRARY COMMITTEE, The above Committee submitted a report of the proseedings at their meetinns (as reported in tho Daily recently). Cr Caselberg stated that he had no idea when the Committee of the Council met the Institute Committee that the latter would have a voting power. He thought they were merely to give suggestions, and he pointed out that on most occasions the unfficial gentlemen of the Library Committee whose term of office had expired were of one opinion, and tho Council's Committee of another. Aowever, he moved that the first two clauses of the report bo adopted, and that tho same Committee of tho Borough Council take steps to have the Institute property conveyed to tho Borough at once.

Or Heron seconded.—Carried. On the third' clause Or Price moved that in its place be inserted: All subscribers be allowed to vote, but no person to have two votes, Cr Caselbere seconded.

The Mayor said he agreed with the resolution, He did not think ratepayers who wero subscribers should have two votes as they could turn turn an election in any way they pleased. The final clause fixing eleven members to form a Committee was adopted as it stood,

Cr Chamberlain movodlhat the Council take the usual steps to have the new Committee elected according to the resolution passed to that effect, Seconded by Cr Price and carried. Cr Heron moved that the Mayor take immediate steps to have a poll taken of ratepayers according to law to enable the Council to hormw i'4oo to pay off the debt on the Institute and pay expenses of taking it over, Cr Caselberg seconded.—Carried. engineer's report.

Tho report was referred to the Works Committee to bring up at the next meeting of the Council with their statement of works for tho ensuing year, The ovorseer's report was referred in the same manner, TENDERS. Four tenders were opened for tho Shortstreet contract, hut it was decided to let them stand over till the Finance and Works Committees brought up their annual Btstements at the next meeting, the doposits to be returned in the moanwhile

Cr Price moved—That a special meeting be held on Tuesday, 11th April, at?p.m., to make a general rate of Is in the £, and a Library rate of Id in the £, the rate to he payable in one instalment on or before the Ist day Juno, 1882. Cr Caßelberg seconded. Cr Perry moved as an amendment—

That the Library rate bo a halfpenny. No seconder being found, the original resolution waß put and carried. TUB DOG TAX. Cr Caselberg moved that the fee on bona fide rabbit dogs in the borough be remitted, On reference to the Act it wbb found the Borough could not remit the fees, and the motion was withdrawn,

The Council then adjourned at 9 o'clock. '

To the surprise of the military, he accepted, and essayed to shoot from a knee rest, and also wnil* lying down. He was told that he must shoot off handed. This he refused to do, and finally was allowed to have his own way, when, coiling himself op on his side, he thrust the barrel of his rifle between his feet and aimed for the 200yard target, Three minutes elapsed during whioh time the soldier boys tittered and chuckled at the Chinaman. At last when they began to think he had iallen asleep, he pulled the trigger, and made a bull'i-eye. He continued firing until he had made five bull's-eyes in succession, when, returning the rifle, he remarked, " Melican man's gun shootee putty good,"
