♦ '■,:•:■■ The very, influential meeting held at the Empire Hotel last eveningiwcjnfc to show that the question of v tration is not as yet clearly undershot in this distript, It would be a wonder if it were, as to arrive at any intelligent idea of the law three Acts have to bo studied and their inconsistencies reconciled,; The first. Act of 1880 was. passed in a, hurry and was hardly flight proof. Among other absurdities.it pro Tided for the.registration pf; rabbit dogs, but it did not devise: any lean's by which $e Expense' of registration and the cost.of ,col}ars ; could be.pb, iained. The amended Aot of IBsjt was' passed to cover the. deficiencies pf jja .but .''by an'.unfortunate 6v.ersight it; did. npt. harmonise with the B#jt,.Acti • Under the. jafter rabbit
dogs are exempt from payment j under the former they are liable to it. When two Acts contradict each other, the more recent, one takes precedence';? It follows therefore that;;thougli|ine> Act of.Parliament says rabbit ttiey phall notJ:and]the "shtdl vM haß|b)b|stofi it! : Out of this fumble of Acts low- 1 ever several points are tolerably clear, Ist, All dogs must he registered; 2ni All dogs, ■ whether their "owners five willing or no, collars/and' labels; and (3) that'the.,cost^of.,the. registration and the expense of the leather, collar, anil brass label must be paid 'for.'." We understand that;the County demands for registering rabbit dogs one and ninepencc, a sum which is estimated to cover the cost of registration and the value of the collar., The County cannot be'expected 1 to provide collars or pay for registration out of its ordinary revenue, consequently there is' no other alternative but to charge the one and ninepence against the owner of the rabbit dog. If it can be proved that a rabbit dog can be registered)..labelled,- and collared in a legal manner for a less sum than one and ninepence settlers aroquite justified in asking the Council io reduce the foe. . If the business 'cannot be done at a lower quotation there is no alternative but for the settlers to pay and lools, pleasant. • Dog registration, including sojlarsarid labels, is on its trial, and it is-;sai(l/ that* it. is doing good by influencing ,owners ;tb destroy worthloss curs' which were likely to become a pest; to sheepfarmer's, We jhave not as .yet' had sufficient practical experience of [the effect of the |Act in the ■.country, districts to denounce it as, we.have.had occasion to do in our towns. : We must be satisfied to wait and see the result!; of its operation before it can either, be' in fairness condemned or applauded.; The. result of last evening's meeting' will be eminently satisfactory in ; one! respect. It will clear up any mjsunder-; standing which may exist on the subject of -; registration between the County and the owners,of dogs, and.it may possibly lead io tho. amendment of the anomalous legislation now. in operation,' ,'.',", .'..■., ]'.'■'■':

; It m a noteworthy fact that the whole of the Greytown Borough Licensing committee ave members of tho Working Men's Club in that township, Mr A. L, White, of the Carterton bakery, announces the following prices for bread quality 6d, and Bocnnd quality five loaves for a shilling. The Mastorton Debating 'Society taken to-morrow evening a somowhat hackneyed subject—"ls smoking injurious to the health," Mr Hall leados in the affirmative, and Mr Redman in the negative, The following' Licensing Committee has been elected for Wairarapa East County: -Hugh Beliiss, John Groves, Charles Peach, Edward Carew, Smythe, and Frederick Taylor. / His Excellency the Governorhas appointed the following Licensing Commit, tee for the Carterton 'district:-E.' Anderson, H, Braithwaite, Tv Moore, R. Fairbrotljer, and P, F, Tancred. Three members of the Mastertpn Rifle Volunteer Corps went out for a practice, yesterday afternoon, when the following very creditable soores were made:— Seryt, Williams, 50; Vol. Freeth, 48 ; Vol. Anketell, 47. The ranges were 200, 400, and 600 yards. The members of the Masterton Fire Brigade had a wet practice last evening; In consequence of the uselessness of the : plug in Bannister-street and Church St, they bad to dig holeain the stream before they could get enough water to fill thehose, Immediate attention should be given to these plugs, aa in tbe event of a fire the result of the present neglect might be serious. ' MrCPhamyn has resigned his seat on the Education Board, and a member has now, to be appointed is his place. The result of the late poll indicates that Mr W. C. Buchanan should be kis suecessor. Tbe Wairarapa h»B a decided claim to fill this vacancy, and no doubt Messrs Booth and Coleman phijlips and J. S, Cox will recognise that it is hot worth I while, after the expression.' of J public opinion which as recently been declared, to stand against him.
