Such a movement is difficult to organise, and we are not surprised that as yet ihe invitations put forth have met with but little response. We would Mindly see, an. institution of this kind buiit up, but unless each step made, in organising it be taken very carefully ami deliberately, theiM is but a small chance of succes*. There is in the colony such a variety of local bodies, and Ihe circumstances under which they work are so different, (hat it will not bo easy to forgo a bond of union which will enable them ( 0 woik together for the' promotion, of pood, local self-government. We believe that it would he better for the Jiornugh Council to endeavor first of all to get united action among the dozen different local bodies (Counties, Highway Boards, Boroughs, &c.,) in the Wairarapa. If, in the first instance, a Wairirapa association could be constituted, the (ask of forming one of ut wider character would be much simplijied, Wo believe, that a caucus of the representatives of our own local bodies would be competent to draft the pro-1 gramme of an association -which might with slight modifications be adopted by fhe Hutt, Manawatn, and JiangiHkei Counties. Saturday would Lotlie liiost convenient one ou account of the.extra;' train accomodation, and invite two delegates from each County, Borough,-and Highway Board in the district to meet a. similar number of representatives from its own body to consult as to the best means of bringing the opinions of local self-governing bodies to bear on legislation in Parliament. The different kill bodies of the Wnirarapa have not always displayed towards each other that desire, for co-operation in public matters which we would like to see prevail, A ciuicns, such its the one we recommend, might lead to a.better understanding between some of them, and be attended with indirect as "well as direct advantages. There are, however, wo believe, few of our public men who do not recognise the advantage of all sections of this community working harmoniously together, and of town and country going hand in hand in promoting the welfare of the Wairarapa, for ibis reason we believe that if invitations for a caucus were sent out thev would be generally accepted.
