Foe three years we have advocated that the Borough Council of Masterton should be assisted by an engineer who should be its paid servant, Last evening such an officer was appointed, It will probably be said that the patronage of the Council should not have been given to one of its own members, that applications should have been invited for. the office and the best man who might apply should have been chosen. As Councillors had made up their minds, pretty well, that Mr Eussell was -to receive the appointment it was more straightforward to give it him direct in the way they did than to do the thing in a roundabout manner. We trust the new arrangements which have been made will work well in the interest of the Borough,
