My personal views are well known to a large number of the rcquitionists, but now state for the iufermation of other ratepayers that they are emphatically moom-ive and at the same tiino free hiom nKCKLESbNEss, It will be my aim to assist in fostering such measures as will promote the substantial welfare and advancement of the Borough so as to enable it to attain the position its natural advantages warrants, At the same time I will consider it my duty to couneel the ratepayers against unmatured schemes for reckless borrowing and expenditure, and will nso my best endeavors to protect the Burgesses from being weighted down with excessive and burdensome rates, In conclusion.'
