FINANCE COMMmfifi','''''' fThe following report was read,'and the recommendation contained-in the latter portion of it adopted:—lt slated that 1123. would be available for Blairlogie road. Debentures to the amount of £270 had been disposed of. With reference to the Hurunuiorangi bridge, a deficiency of £'s3 lfla Id on protective works would have to ba defrayed out of 101 l fund. The hundred pounds required for protective workß would have to be-paid for out of the general account, and repaid out of the tolls. For the Awhea road £144 3a was requited by the Featherston Highway Board ;' Mungapakelia Road -11,500 worth of debentures would bo takon up if the Council agreed that it should bo expended by the Cashpoint Highway Board partly in metalling Iho worst parts of the Kaumingi-Tinui road. The Finance Committee was authorised to make the necessary arrangements with Mr Nathan, who took up the debentures, and with the Cashpoint Highway Board, who, would have the superintendence of the'-work.'- ' 'distribution of funds. The Chairman said that last year they divided 1802 between the Highway Boards, giving £305 to Mastertoh, £'36o to Cashpoint, and £'l36 to Featherston. •Their pri3ent position was, geneial account £539 in hand, special account £990. The balanca they would have available for alloting to the Highway Boards would be £llß2. Of this sum £B2O was in hand, and the balance was receivable almost immediately, He recommended dividing this money, as no part of the County required any special expenditure. With the debenture and the Government vote the Council had for expenditure a Bum of £4,100. Cr Smith would like to see all the money spent as speedily as possible. CrPharazyn feared that if the expenditure of the money was left entirely to the Boards] they might apply too much of it to maintenance and too little to new works. He recommended that each Board should first be invited to specify the works on which it would spend its County subsidy, Cr Bunny did not believe in tying the hands of tho Highway Boards, Cr Pharazyn said they could not expect the Highway Boards to look at the question of opening up new country from . their point of view, The Chairman stated that he had recently been all over the district with a view to ascertaining where the Government vote' could be most usefully expended. He recommended that half of it, £760, should be Bpent in connecting the two fines of road leading from Gladstone to the Coast. Below Longbush the natives were willing, to give the land for i road purposes, and the • settlers were willing to contribute an amount eoual to that given by the County, and advantage ; ; should be taken of these conditions to ; push on with tho roads, He also recom- '

mended allocating £2OO for opening up / road between Tinui and Tirnumea, and £2OO for connecting Makirikiri with the Masterton line. Another sum of i'2oo he. proposed for opening a road up the Ohonga river, the balance to be spent at Pakowai; all these roads would open up good land and promote settlement. After considerable discussion and a careful inspection of the map, the following division of the vote was agreed to :- Two roads from Gladstone to East Coast, £700; Awhea, £SO; Ohonga," £IOO ; Tenui to Napier's, Tiraumoa (meeting roads to bo made by West County), £30o"; Pabwah'oad, i'lso; and Masterton to Makirikiri, L2OO. It was understood that the Highway Boards interested should be informed that amounts above named were available for expenditure, and that the Engineers of the Boards • ; should report as to the best method of . expending them, and that the Public Works Committee should be empowored to agree to the proposals of the Boards, and pay the money when the works were completed. The following accounts were passed for payment: -T.B Price, balance of Blairloßl3contract,.Ll27 j R. Wilsunejilection expenses, Ll6 Gs 3d; J. Payton & Co., ■ advertising, L2 14s;' Bimmsli ia!cs, L2 2s 4d: Featherston Highway .Board, Awhea line, LlO4 3s. .It was resolved, that £BOO bo divided among the Highway Boards in the same proportion as before, but that Boards be requested to indicate the works which " they consider most desirable, and obtain the consent of the Council before the money is paid over. It being explained to the Boards that the object of the ■ • ' Council in making the request is to ensure the.expendituro of the amount in such a ■ way as will best assist in opening new country in connection with the special vote of £ISOO now available for opening Crown JJands, The Council then adjourned.
